Taking as its starting point the establishment, in the late 18th century, of philanthropic institutions for the blind, this book traces the development and conduct of voluntary charities for the visually impaired to the first decades of the 20th century. As well as examining the policies and administration of charitable bodies, it also considers external influences - intellectual, social and economic - which shaped their character and practice. Through this detailed study of a single class of disabled person, a considerable contribution is made to the wider literature on the 'mixed economy of welfare' and the history of charity generally. The proper place of the disabled in their society was an issue under discussion throughout the period covered by this book; and it was a question that always aroused uncertainties and disagreements. A systematic historical study of attitudes towards the blind reveals much about the experience of physical disability and society's shifting responses to it.

Excerpt from The Blind: From the English Cyclopaedia IN Great Britain and the islands of the British seas (exclusive of Ireland), there were totally blind persons at the time of the last census males, and females. Previous to 1851, no account had been taken of the number of the blind in Great Britain and Ireland, so that there are no means of ascertaining whether their number is increasing or decreasing relatively to the population. The numbers above given furnish a proportion of 1 in 975 in Great Britain, 1 in 979 in England and Wales, 1 in 960 in Scotland, and 1 in 837 in the Channel Islands and the Isle of Man. These proportions vary in different parts of the kingdom: in London the proportion is 1 in 1025, and it is nearly the same in the north midland, the south midland, the northern (including Yorkshire), and the south-eastern divisions of the kingdom; the west midland division presents us with 1 in 906; the eastern, 1 in 888; Wales, 1 in 847; and the south-western, 1 in 758; while the north western district Shows only 1 in 1167 the southern counties of Scotland, 1 in 1065; and the northern counties, 1 in 823. The debut publication in a new series devoted to the body as an object of historical study, Sight Correction provides an expansive analysis of blindness in eighteenth-century Britain, developing a new methodology for conceptualizing sight impairment. Beginning with a reconsideration of the place of sight correction as both idea and reality in eighteenth-century philosophical debates, Chris Mounsey traces the development of eye surgery by pioneers such as William Read, Mary Cater, and John Taylor, who developed a new idea of medical specialism that has shaped contemporary practices. He then turns to accounts by the visually impaired themselves, exploring how Thomas Gills, John Maxwell, and Priscilla Pointon deployed literature strategically as a necessary response to the inadequacies of Poor Laws to support blind people. Situating blindness philosophically, medically, and economically in the eighteenth century, Sight Correction shows how the lives of both the blind and those who sought to treat them redefined blindness in ways that continue to inform our understanding today.
