Interorganizational Collaboration: Complexity, Ethics, and Communication centers around three key assertions: (1) interorganizational collaboration is complex and warrants study as a specific type of leadership and communication; (2) successful collaborative relationships are grounded in a principled ethic of democratic and egalitarian participation; and (3) interorganizational collaboration requires a specific communication language of practice. Interorganizational collaboration is influenced by increased interconnectedness, shifting organizational needs, and a changing workforce. Collaboration invokes ethical questions and ethical responsibilities that must be considered in communication practices and structures. Although there are many popular books and practitioner materials on collaboration, most are not focused on introducing foundational concepts to a novice audience. In addition, the subject of communication in collaboration has been somewhat underdeveloped. The authors focus on communication from a social constructionist stance. One of their primary goals is to develop a collaboration pedagogy based on existing communication scholarship. The authors present communicative practices vital to interorganizational participation, and they view collaboration as something beyond an exchange of resources and knowledge. Unlike group and organizational texts that approach collaboration from a functional or strategic perspective, this text anchors collaboration in the assumption that democratic and principled communication will foster creative and accountable outcomes for participants in collaborative problem solving. The authors articulate a collaborative ethic useful in all communicative contexts. Micropractices of communication are fundamental not only to collaborating across organizations but also to fostering just and trusting relationships. The book discusses the cornerstone assumptions and principled practices necessary for stakeholders to address problems—for example, recognizing and validating the needs of fellow stakeholders; separating people’s positions from underlying interests; listening for things that are never quite said; identifying overlapping commonalities; building trust while respecting difference; and constructively navigating conflict. The book also focuses on building collaborative praxis based on the assumption of contingency. Praxis cultivates knowledge and ethical understanding of a situation so participants in collaborations can make the best decision based on specific circumstances.

The term collaboration is widely used but not clearly understood or operationalized. However, collaboration is playing an increasingly important role between and across public, nonprofit, and for-profit sectors. Collaboration has become a hallmark in both intragovernmental and intergovernmental relationships. As collaboration scholarship rapidly emerges, it diverges into several directions, resulting in confusion about what collaboration is and what it can be used to accomplish. This book provides much needed insight into existing ideas and theories of collaboration, advancing a revised theoretical model and accompanying typologies that further our understanding of collaborative processes within the public sector. Organized into three parts, each chapter presents a different theoretical approach to public problems, valuing the collective insights that result from honoring many individual perspectives. Case studies in collaboration, split across three levels of government, offer additional perspectives on unanswered questions in the literature. Contributions are made by authors from a variety of backgrounds, including an attorney, a career educator, a federal executive, a human resource administrator, a police officer, a self-employed entrepreneur, as well as scholars of public administration and public policy. The nation's approach to managing environmental policy and protecting natural resources has shifted from the national government's top down, command and control, regulatory approach, used almost exclusively in the 1970s, to collaborative, multi-sector approaches used in recent decades to manage problems that are generally too complex, too expensive,, and too politically divisive for one agency to manage or resolve on its own. Governments have organized multi-sector collaborations as a way to achieve better results for the past two decades. We know much about why collaboration occurs. We know a good deal about how collaborative processes work. Collaborations organized, led, and managed by grassroots organizations are rarer, though becoming more common. We do not as yet have a clear understanding of how they might differ from government led collaborations. Hampton Roads, Virginia, located at the southern end of the Chesapeake Bay, offers an unusual opportunity to study and draw comparative lessons from three grassroots environmental collaborations to restore three rivers in the watershed, in terms of how they build, organize and distribute social capital, deepen democratic values, and succeed in meeting ecosystem restoration goals and benchmarks. This is relevant for the entire Chesapeake Bay watershed, but is also relevant for understanding grassroots collaborative options for managing, protecting, and restoring watersheds throughout the U.S. It may also provide useful information for developing grassroots collaborations in other policy sectors. The premise underlying this work is that to continue making progress toward achieving substantive environmental outcomes in a world where the problems are complex, expensive, and politically divisive, more non-state stakeholders must be actively involved in defining the problems and developing solutions. This will require more multi-sector collaborations of the type that governments have increasingly relied on for the past two decades. Our approach examines one subset of environmental collaboration, those driven and managed by grassroots organizations that were established to address specific environmental problems and provide implementable solutions to those problems, so that we may draw lessons that inform other grassroots collaborative efforts.

With cross-pollination of the public administration and policy implementation literatures, Madeleine Wright McNamara and John Charles Morris present the Multiorganizational Interaction Model as a framework to explore the use of cooperation, coordination, and collaboration between 15 federal/state agencies, local governments, and nongovernmental organizations working together to restore coastal habitats and replenish aquatic resources on Virginia’s Eastern Shore. Content analysis of data collected through interviews and organizational documents allows comparisons to be made regarding the distribution of data across the continuum of interaction. The presence of policy mandates intending to prescribe relationships coupled with strong perceptions of collaboration, create opportunity to explore mandated and voluntary collaboration. Themes regarding mapping relationships within the multiorganizational arrangement, movement on the continuum, and implementation through mid-level personnel are discussed. The combination of theory development and testing provides readers with a theoretical framework through which to think about interorganizational interactions, and a case study to illustrate the ways in which these complex relationships manifest themselves in practice.
