The primary focus of the book is to emphasize the major changes in the leadership responsibilities of the school principal and to underscore the necessity for them to gain new knowledge and skills in order to direct their leadership toward meeting the new changes in school-community goals and objectives. M. Scott Norton emphasizes the fact that contemporary issues and problems must be viewed as symptoms of change. The symptoms represent administrative tasks that must be attacked by implementing the primary reason that the school principal is hired, that of leading on-going change. The leader’s responsibility focuses on school purposes as set forth in a viable school mission statement. The school’s mission statement, that all too often is set forth as a public relations perspective, must instead set forth answers to questions such as, “What is our purpose?” “Why does our school exist?” “What is our reason for being here?” “How do we meet the on-going changes that face us educationally?” The leadership of the school principal “attacks” the symptoms of change by collaborating with the school’s faculty to set forth a mission to which all members can commit. Collaboration infers a unification of members’ commitments toward the primary purposes of the school. Collaboration and opportunities to confer on an on-going basis are established. Although the school principal’s hands are often tied by such factors as lack of resources, underfunded/unfunded mandates, inability to hire and retain highly qualified personnel and constantly changing program requirements related to student testing and teacher performance evaluation, this book places emphasis on the principal’s need to become a visionary change agent in order to “attack” the ever changing symptoms of educational change.

This chapter aims to offer a theoretical discussion on the changing landscape of leadership and explores the emerging practice of teacher leadership in ECE in China. In 2010, the central government of China introduced several waves of policies relating to teacher professional development to improve and promote the quality of ECE. The global discourses mainly developed in the West have indicated that school leadership plays an important role in promoting teachers,Äô professional development and the quality of education. These discourses have influenced the agenda for educational reform in China as reflected in the recent strategies formulated for the development of school leadership in ECE. Historically, ECE teachers have been viewed as babysitters rather than as educators, and preschool principals have been considered policy implementers and school managers rather than school leaders of innovation and change. This chapter discusses the changing landscape of school leadership in China,Äôs ECE and how it is influenced by a hierarchical culture. It is argued that the practices of school leadership have been largely centralised in the hands of preschool principals, alongside of which there has been an emergence of teacher leadership co-exercised with principalship in home-school networks and teaching research groups.

The argumentative point of departure of this scholarly book is the common conviction of specialists in the field of education in South Africa that the national education system is not at a satisfactory level – in both the academic and the public discourse. Such allegations are made and, frequently, stronger adjectives than ‘non-satisfactory’ are used. Results of international test series in which South Africa has participated, such as the 2015 TIMSS tests, confirm the negative verdicts found in the (public and scholarly) discourse. This book aims to argue that although the lack of performance could be attributed to a multiplicity of factors, one factor that can make a difference in the achievement levels obtained by learners in schools is leadership. The book demonstrates that a particular problem of both the scholarly and the public discourse on education in South Africa is an overtone of defeatism or resignation, blaming all ills in the education system and educational institutions on historical legacies and/or contextual factors (such as socio-economic deprivation in the catchment areas of schools) or poor resources and infrastructure. This collected work was inspired by a recently published spate of articles on top-performing schools (including top-performing schools in rural communities), in which it was demonstrated that good leadership can overcome such contextual and other challenges. The book unpacks the issue of leadership in South African schools from a variety of perspectives, thus contributing to the development of the scholarly discourse on Educational Leadership in South Africa. The target audience of the book is scholars of Educational Leadership.
