The People's Republic of China claims to have 22,000 kilometres of land borders and 18,000 kilometres of coast line. How did this vast country come into being? The state credo describes an ancient process of cultural expansion: border peoples gratefully accept high culture in China and become inalienable parts of the country. And yet, the "centre" had to fight against manifestations of discontent in the border regions, not only to maintain control over the regions themselves, but also to prevent a loss of power at the edges from triggering a general process of regional devolution in the Han Chinese provinces. The essays in this volume look at these issues over a long span of time, questioning whether the process of expansion was a benevolent civilizing mission.

In the 21st century, governments around the globe are faced with the question on how to tackle new migratory mobilities. Governments increasingly become aware of irregular immigration and are forced to re-negotiate the dilemma of open but secure borders. Rethinking Authority in China's Border Regime: Regulating the Irregular investigates the Chinese government's response to this phenomenon. Hence, this book presents a comprehensive analysis of the Chinese border regime. It explores the regulatory framework of border mobility in China by analysing laws, institutions, and discourses as part of an ethnographic border regime analysis. It argues that the Chinese state deliberately creates 'zones of exception' along its border. In these zones, local governments function as 'scalar managers' that establish cross-border relations to facilitate cross-border mobility and create local migration systems that build on their own notion of legality by issuing locally valid border documents. The book presents an empirically rich story of how border politics are implemented and theoretically contributes to debates on territoriality and sovereignty as well as to the question of how authority is exerted through border management. Empirically, the analysis builds on two case studies at the Sino-Myanmar and Sino-North Korean borders to illustrate how local practices are embedded in multiscalar mobility regulation including regional organizations such as the Greater Mekong Subregion and the Greater Tumen Initiative.

As China emerges as an international economic and military power, the world waits to see how the nation will assert itself globally. Yet, as M. Taylor Fravel shows in Strong Borders, Secure Nation, concerns that China might be prone to violent conflict over territory are overstated. The first comprehensive study of China's territorial disputes, Strong Borders, Secure Nation contends that China over the past sixty years has been more likely to compromise in these conflicts with its Asian neighbors and less likely to use force than many scholars or analysts might expect. By developing theories of cooperation and escalation in territorial disputes, Fravel explains China's willingness to either compromise or use force. When faced with internal threats to regime security, especially ethnic rebellion, China has been willing to offer concessions in exchange for assistance that strengthens the state's control over its territory and people. By contrast, China has used force to halt or reverse decline in its bargaining power in disputes with its militarily most powerful neighbors or in disputes where it has controlled none of the land being contested. Drawing on a rich array of previously unexamined Chinese language sources, Strong Borders, Secure Nation offers a compelling account of China's foreign policy on one of the most volatile issues in international relations.

Studies of Sino-Viet relations have traditionally focused on Chinese aggression and Vietnamese resistance, or have assumed out-of-date ideas about Sinicization and the tributary system. They have limited themselves to national historical traditions, doing little to reach beyond the border. Ming China and Vietnam, by contrast, relies on sources and viewpoints from both sides of the border, for a truly transnational history of Sino-Viet relations. Kathlene Baldanza offers a detailed examination of geopolitical and cultural relations between Ming China (1368-1644) and Dai Viet, the state that would go on to become Vietnam. She highlights the internal debates and external alliances that characterized their diplomatic and military relations in the pre-modern period, showing especially that Vietnamese patronage of East Asian classical culture posed an ideological threat to Chinese states. Baldanza presents an analysis of seven linked biographies of Chinese and Vietnamese border-crossers whose lives illustrate the entangled histories of those countries.

This edited collection brings together essays that share in a critical attention to visual culture as a means of representing, contributing to and/or intervening with discursive struggles and territorial conflicts currently taking place at and across the outward-facing and internal borders of the People’s Republic of China. Elucidated by the essays collected here for the first time is a constellation of what might be described as visual culture wars comprising resistances on numerous fronts not only to the growing power and expansiveness of the Chinese state but also the residues of a once pervasively suppressive Western colonialism/imperialism. The present volume addresses visual culture related to struggles and conflicts at the borders of Hong Kong, the South China Sea and Taiwan as well within the PRC with regard the so-called “Great Firewall of China” and differences in discursive outlook between China and the West on the significances of art, technology, gender and sexuality.
