Avoided deforestation can be characterized as the use of financial incentives to reduce rates of deforestation and forest degradation, with much of the focus on forests in tropical countries. While avoided deforestation, as a policy issue, is not new, the current debate in academic and policy circles on including it in future climate change mitigation strategies such as the Clean Development Mechanism is gathering pace – and this debate is only likely to intensify as negotiations continue over what should be included in the successor agreement to the Kyoto Protocol, which is set to expire in 2012. Up until now, however, the debate in terms of the scientific and economic implications of avoided deforestation has not been brought together. This book aims to bring together important research findings in the area along with their policy implications, whilst linking avoided deforestation to political economy as well as to the latest developments in environmental and natural resource economics.

It is now well accepted that deforestation is a key source of greenhouse gas emissions and of climate change, with forests representing major sinks for carbon. As a result, public and private initiatives for reducing emissions from deforestation and forest degradation (REDD) have been widely endorsed by policy-makers. A key issue is the feasibility of carbon trading or other incentives to encourage land-owners and indigenous people, particularly in developing tropical countries, to conserve forests, rather than to cut them down for agricultural or other development purposes. This book presents a major critique of the aims and policies of REDD as currently structured, particularly in terms of their social feasibility. It is shown how the claims to be able to reduce greenhouse gas emissions as well as enhance people's livelihoods and biodiversity conservation are unrealistic. There is a naive assumption that technical or economic fixes are sufficient for success. However, the social and governance aspects of REDD, and its enhanced version known as REDD+, are shown to be implausible. Instead to enhance REDD's prospects, the author provides a roadmap for developing a new social contract that puts people first.

An area of tropical forest the size of England continues to be lost each year. This gives rise to around 17 per cent of global greenhouse gas emissions, greater than global emissions from transport. Addressing deforestation is as essential as decarbonising electricity or transport if the world is to avoid dangerous climate change. A failure to act on deforestation could double the cost of avoiding dangerous climate change to 2030. Deforestation is caused by a range of factors, many of which are exacerbated by a growing global population and increasing consumption. Halting deforestation requires: (a) support for rainforest nations to help them manage their development so that it does not allow continued deforestation; (b) management of the demand for commodities whose production encourages deforestation; and (c) the introduction of a mechanism to pay developing countries for maintaining, and in due course recreating, their forests. The UK needs to act in all three areas if its policies on deforestation are to be successful. Ignoring any one undermines the effectiveness and durability of action in the other areas. As part of this work the Government must: remove subsidies that contribute to deforestation, such as biofuels policy; develop sustainability standards for agricultural commodities; implement and enforce government timber procurement; and, seek an EU-wide ban on illegal timber imports combined with robust sanctions. Illegal timber imports are still a fact of life within the UK timber trade. The economic, environmental and development case for immediate action on deforestation is clear. But success is possible only if the international community works together effectively.

Cost-benefit analysis -- the formal estimating and weighing of the costs and benefits of policy alternatives -- is a standard tool for governments in advanced economies. Through decades of research and innovation, institutions have developed in the United States, European Union, and other developed countries that examine and weigh policy alternatives as an aid to governmental decisionmaking. Lawmakers in the advanced economies have used cost-benefit analysis to evaluate core environmental and public health questions, such as urban air pollution control, water quality, and occupational safety. Yet despite its broad adoption in the industrialized world, most developing and emerging countries have not yet incorporated cost-benefit analysis into their policymaking process. Because these countries face significant limitations on financial resources and have less ability to shoulder inefficient rules, it is extremely important for their officials to determine which policies maximize net benefits for their societies. The Globalization of Cost-Benefit Analysis in Environmental Policy examines how cost-benefit analysis can help developing and emerging countries confront the next generation of environmental and public-health challenges. Analysis in the book examines the growing reach of cost-benefit analysis; presents relevant case studies where cost-benefit analysis has been incorporated in the Americas, Africa, Middle East, and Asia; and includes a discussion on the conceptual and institutional issues that must be addressed when adopting cost-benefit analysis in developing and emerging countries. REDD+ is based on the premise that actors with an interest in reducing emissions will pay for the costs of reducing deforestation. However, concerns have been raised about whether stakeholders in REDD+ host countries will end up bearing at least some of the costs. Drawing on a pan-tropical dataset covering 22 subnational REDD+ initiatives in five countries, we examine the degree to which these concerns about REDD+ are played out. We find that many institutions in REDD+ host countries, particularly subnational governments, are bearing implementation costs not covered by the budgets of subnational REDD+ initiatives. Opportunity costs are typically evaluated in terms of the value of production foregone, but can also be assessed in terms of the number of people affected. We show that expectations about which stakeholder groups will bear the greatest opportunity costs depend on whether the metric is total value or total number of people. The stakeholder groups with the greatest number of people affected are likely to be small-scale actors engaged in legally ambiguous land uses, which is a potential barrier to recognition and compensation of their costs. Our study clarifies the distribution of implementation and opportunity costs by characterizing the institutions and stakeholders that bear the costs of different types of subnational REDD+ initiatives. Thus, it complements common discourses in the benefit-sharing literature about which stakeholder groups have legitimate claims on revenues from REDD+ and should therefore be considered in the design of benefit-sharing systems.
