How much is a cleaner environment worth? For policy makers, that question used to go largely unanswered. Many economic activities cause environmental degradation, entailing real costs to the economy and to people's welfare. Knowing the extent of these costs is crucial for identifying a country's main environmental priorities and allocating appropriate funds for environmental protection. Over the past decade, the World Bank has initiated a systematic effort to measure the costs of environmental degradation in the Middle East and North Africa, shedding new light on their magnitude and on the need for policy changes. In many cases, these costs were found to be surprisingly large. 'The Cost of Environmental Degradation: Case Studies from the Middle East and North Africa' brings together the best case studies of this program and summarizes their policy impacts at the national and regional levels. The case studies quantify monetarily the annual damage due to environmental degradation and express these estimates as percentages of the countries' gross domestic product. The studies use the most recent environmental valuation methods to estimate the economic costs resulting from air pollution, water degradation, deforestation, and land degradation. Uniquely, the book dedicates a case study to value the costs of environmental degradation resulting from an oil spill and demolition waste in times of conflict. The studies then illuminate the concrete implications on policy, investments, and institutions for the respective nations. This book will be of interest to policy makers, nongovernmental organizations, and academic and research institutions.

While economic and social indicators in many Middle East and North Africa (MENA) countries have improved over the past three decades, the region’s blue natural assets—clean air, healthy seas, and coastlines—have degraded virtually everywhere. Air pollution levels in the region’s cities are among the highest in the world. Per capita marine plastic pollution is among the highest in the world; coastal erosion rates are the second fastest in the world. These combined challenges threaten local communities, livelihoods, and economies. In fact, the economic cost of MENA’s deteriorating skies and seas is estimated at more than 3 percent of GDP per year. Blue Skies, Blue Seas: Air Pollution, Marine Plastics, and Coastal Erosion in the Middle East and North Africa reviews integrated solutions that the authors identify as the “four I’s†?: • Inform stakeholders about the sources of these challenges. • Provide incentives that improve environmental outcomes for the public and the private sector. • Strengthen institutions to lower air and plastic pollution and to mitigate uncontrolled development and erosion of coastlines. • Invest in abatement options and promote sustainable solutions. Despite massive infrastructure investments, countries in the Middle East and North Africa (MENA) region continue to face unprecedented water scarcity due to climate change, population growth, and socioeconomic development. Current policy regimes for managing water across competing needs are primarily determined by state control of large infrastructure. Policy makers across the region understand the unsustainability of water allocations and that increasing investments in new infrastructure and technologies to increase water supply place a growing financial burden on governments. However, standard solutions for demand management—reallocating water to higher value uses, reducing waste, and increasing tariffs—pose difficult political dilemmas that, more often than not, are left unresolved. Without institutional reform, the region will likely remain in water distress even with increased financing for water sector infrastructure.The Economics of Water Scarcity in the Middle East and North Africa: Institutional Solutions confronts the persistence and severity of water scarcity in MENA. The report draws on the tools of public economics to address two crucial challenges facing states in MENA: lack of legitimacy and trust. Evidence from the World Values Survey shows that people in the region believe that a key role of government is to keep prices down and that governments are reluctant to raise tariffs because of the risk of widespread protests. Instead of avoiding the “politically sensitive†? issue of water scarcity, this report argues that reform leaders and their external partners can reform national water institutions and draw on local political contestation to establish a new social contract. The crisis and emotive power of water in the region can be used to bolster legitimacy and trust and build a sustainable, inclusive, thriving economy that is resilient to climate change.

The landscapes of the Middle East have captured our imaginations throughout history. Images of endless golden dunes, camel caravans, isolated desert oases, and rivers lined with palm trees have often framed written and visual representations of the region. Embedded in these portrayals is the common belief that the environment, in most places, has been deforested and desertified by centuries of misuse. It is precisely such orientalist environmental imaginaries, increasingly undermined by contemporary ecological data, that the eleven authors in this volume question.
