This document reports the results of two coordinated studies of early education and care in the United States. Information on child care demand was provided through the National Child Care Survey 1990 (NCCS), which involved interviews with 4,392 parents. Information on child care supply was provided by A Profile of Child Care Settings (PCS), which involved interviews with 2,089 center directors and 583 day care providers. The results of the NCCS are presented in terms of types of supplemental care arrangements, hours children spend in care, and overall demand. The results of the PCS are presented in a profile of care settings and descriptions of child care programs' regional distribution and organizational sponsorship. A study of the relationship between supply and demand considers the process of locating the proper form of care. Those seeking care will consider the options and types of service available, and the costs of care. The key characteristics of care, including program goals, child-staff ratios, teacher training, and parental satisfaction, are highlighted. Trends in program enrollment, fees, and resources are identified. References number 20. The Debate Over Child Care: 1969-1990 offers a new perspective on the pervading problem of providing child care services in the United States. The author traces the contemporary debate over the sponsorship of child care services and compares this to the past debate over the sponsorship of kindergartens during the Progressive Era. Klein compares the function of child care across societal sectors, and points out that turf fighting and imbedded ideological differences have prohibited the development of a proactive social policy for providing needed child care services. Successful social policies for children are critical to America's future. Yet the status of children in America suggests that the nation's policies may not be serving them well. Infant and child mortality rates in the U.S. remain high compared to other western industrialized nations; child poverty rates have worsened in the past decade; poor health care, child abuse, and inadequate schooling and child care persist. This book presents a new set of social policies designed to alleviate these problems and to help satisfy the needs of all children. The policies deal with the seven critical domains affecting children from birth through the passage to adulthood: child care, schooling, transition to work, health care, income security, physical security, and child abuse. While nearly everyone agrees that children are in trouble, there is considerable debate over what kind of trouble they are in, why this is so, and whether government can or should more actively seek to solve these problems. Americans are evenly divided on the question of whether children's problems are more economic or moral in origin. The seven proposals in this volume both reflect and cut across ideological disagreements. Some call for more government, others call for less, and all call for different government methods for achieving socially agreed upon goals. Recommendations include: replacing major welfare programs and tax subsidies with a set of universal policies, including national health insurance, child support assurance, and universal child care; offering publicly funded vouchers to allow poor children in inner-city neighborhoods to choose their own schools; using both private and governmental resources to get tough on crime through more stringent criminal justice policies and dramatic social measures; and expanding apprenticeship programs for non-college bound youths. But often lost in the heat of debate is the fact that vouchers are just another tool in the government's tool chest, a restricted subsidy that falls somewhere between the extremes of cash and direct government provision of services. The instrument itself is not new—the 1944 GI Bill of Rights was a voucher, and vouchers for food, college aid, and housing have been in place for decades. Until now, however, the study of vouchers has been restricted to a few controversial applications. This volume, which grew out of a conference sponsored by the Brookings Institution, the Urban Institute, and the Committee for Economic Development, fills the gap, offering a framework for comparative analysis of specific policy issues related to vouchers. Its 16 essays address the economics, politics, and legal issues of voucher use and explore how vouchers are currently employed in the United States and abroad for education, child care, job training, housing, and health care. C. Eugene Steuerle is a senior fellow at the Urban Institute and has worked under four different U.S. presidents on a variety of reform issues in such areas as social security, budget, tax, and health policy. Robert D. Reischauer, a senior fellow in Economic Studies at the Brookings Institution, was director of the Congressional Budget Office from 1989 to 1995. George Peterson is a senior fellow at the Urban Institute; from 1976 to 1985 he directed the Institute's Public Finance Research Center. Van Doorn Ooms, senior vice president and director of research at the Committee for Economic Development, was formerly executive director for policy and chief economist of the Committee on the Budget, U.S. House of Representatives, 1989-1990, and was the Budget Committee's chief economist from 1981 to 1988.
