The California Research Bureau (CRB), in participation with the California Council on Youth Relations (CCYR), and with support from The California Wellness Foundation, has been conducting a major research and policy initiative to bring attention to the issues facing homeless youth in California. These include lack of shelter and educational opportunities, health and mental health needs, and problematic interaction with law enforcement agencies and the courts. This report represents one of the research components of this project. Homelessness places youth at extreme risk of victimization and violence. Youth living in public places are often victims of physical and sexual assaults and robberies. Some youth are forced to engage in "survival sex" in exchange for shelter, food, or money. Crowded living situations and exposure to the elements lead to higher rates of illness, and the mental and emotional stress of homelessness leads to increased risks of substance abuse, depression, and even suicide. Given this context, school can be an oasis for homeless youth, where they can find security and support and obtain the skills they need to survive safely on their own. Yet, three-fourths of California homeless youth surveyed by the CRB were not in school. Most of the 54 youth surveyed were between 17 and 24, yet very few (six) had graduated from high school or attained a GED. This data is consistent with national surveys of homeless youth on their own. At the same time, a majority of California youth surveyed expressed the desire to return to school and had life goals (such as becoming a teacher or social worker or working in the medical field) that require extensive education to achieve. This report discusses seven key issues related to challenges homeless youth face in achieving their educational goals. It also presents policy options that address these challenges. This study revealed the perceptions of former foster youth and homeless youth as they related to educational policies that impacted the academic success of current foster and homeless youth. Foster youth and homeless youth high school graduation rates are low in comparison to non-homeless or non-foster peers. For example, 89 percent of non-foster youth completed high school, and only 59 percent of foster youth enrolled in 11th grade completed high school by the end of grade twelve (Burley, Mason, Halpern & Mina, 2011). To close the research gap this study looked at the academic success of homeless youth and foster youth as one inclusive population. This study relied on research regarding to educational barriers, low graduation rates, high special education enrollment, grade retention, school behavioral problems, poor academic performance, behavioral health challenges, school mobility, and low post-secondary educational attainment. The purpose of this research study was to better understand the impact of existing institutional policies on the high school academic success of foster and homeless youth.

This publication details components of California's statewide plan for educating homeless children and youth. Revisions of the original plan were based on data derived from statewide surveys of school districts and shelters conducted in 1988, 1989, and 1990. The 1990 amendments to the Stewart B. McKinney Homeless Assistance Act of 1987 focus more on what is happening or should be happening locally to ensure that homeless children are able to attend and remain in school. A particular concern is the lack of awareness that prevents homeless children from receiving the same educational opportunities as their peers. Following the preface, the introduction describes the basis and purpose of The State Plan for Educating Homeless Children and Youth. The next five sections present information and recommendations for state- and local-level responsibilities. Information is presented on developing and implementing the plan; resolving disputes about placement; eliminating barriers to educating homeless children and youth; providing equal access to educational programs and services; and promoting, implementing, and monitoring the plan. Appendices contain the Stewart B. Homeless youth may struggle to be successful in their K-12 education. This qualitative research study explored how educators can support K-12 students that are homeless or at risk of being homeless. Four homeless youth were asked four questions: how far did they get in school, what helped them school, what hurt them in school, and what do they wish they had had in school. Descriptive analysis was used to look for themes throughout the interviews. Common themes from the interviews included positive mentors, individual attention, normalcy, flexibility, multiple school attendance, and the transition from K-12 to the real world. Findings suggested that educators can support homeless youth in three important ways: by becoming an advocate for their students, by giving individual attention, and by being flexible in their classroom policies. This research is important because educators, administrators, local government, church, rotary groups, or local service groups could benefit by knowing more about realities of homeless youth, and they can use this information to inform their practice. In 2005-2006, close to one million homeless children in our nation faced unprecedented challenges trying to access and succeed in public schools. Fortunately, legislation was enacted to support this special needs population. The types of support mentioned in the McKinney-Vento Act include: transportation to and from school, immediate enrollment in school, and access to supplemental programs and school activities. Research on homeless education identify barriers students encounter and suggestions for effective policy and strategies to support them; however, there is a gap in the literature in terms of research identifying effective program components that might facilitate academic success. The literature on resilience identifies protective components that seem to project children facing adversity onto positive pathways, such as, forming meaningful relationships, creating a caring environment, creating a sense of belonging, developing community involvement in school, and developing positive family relationships. This dissertation addresses the gaps in literature by exploring the components of district McKinney-Vento programs serving more than 1, 000 homeless students and identifies risk factors that exist in school districts with McKinney-Vento programs. Finally, this study documents protective components that exist in McKinney-Vento programs as well as the unique components that exist in programs with a higher percentage of homeless children scoring proficient on the Language Arts (LA) portion of California's Standardized Testing and Reporting (STAR) test. The goal of this study is to inform school leaders about effective strategies and policies that promote resilience and success in education for students living in poverty and experiencing homelessness. This study finds that district McKinney-Vento programs show evidence of facilitating academic success for homeless students. Components found include the components those identified in resilience literature and are specifically connected to addressing students' socio-emotional, basic and academic needs. Similarly risk factors were identified in all six districts and can be compared to those cited in homeless and resilience literature. Duration of the program also diminished risks and increased positive outcomes. The districts with the greatest academic success as measured by the LA portion of the STAR showed the most evidence of creating positive family connections and focusing on student and family strengths.
