Twelve case studies of school improvement are presented in this monograph. The effective schools model is based on the assumption that all students can learn; focuses on the school building organization as the unit of change; and is driven by the school-based management process. Reports submitted by 11 school districts and 1 educational resource center in response to a request from the National Center for Effective Schools Research and Development were analyzed with regard to the development of a school mission and a comprehensive school effectiveness plan. Two criteria for measuring effectiveness included equity and equality. Several lessons were learned: (1) there is no formula for success; (2) success occurs in a variety of organizational settings; (3) the findings indicated outcome evidence for school improvement; (4) central office support is important for success; (5) personnel evaluation systems must be aligned with program values; (6) teacher improvement needs a clearly defined mission, time, and resources; (7) school improvement is a complex and ongoing process; and (8) the effective schools process works best when schools and districts disaggregate and display their student performance data. The case studies illustrate common practices, describe the more pervasive barriers and opportunities encountered, and show that shared decision-making in a collaborative enterprise leads to improved staff and student morale. A glossary and appendix containing correspondence, an outline for submitting improvement plans, and a list of performance indicators are included. (LMI)
