Excerpt from The Eight Hours Question Since this essay was written, the course of affairs has on the whole seemed to justify its line of argument, to the extent even of an almost complete subsidence of the agitation for an Eight Hours Law. I am far, however, from taking satisfaction in that bare fact, which may stand as much for the general and regrettable subsidence of public interest in social problems, as for any intelligent recognition that an Eight Hours Law is a wrong industrial policy. That subsidence has gone on step for step with the rise of public interest in the pseudo-problems of so-called imperial politics, problems the very statement of which is often an expression of defect of economic science, and which are as often fitly solved by doctrines which are the negation of it. One holding the views set forth in the following pages can take satisfaction only in seeing some new and better approach towards the ideal for which, at its best, the Eight Hours movement stood; and such an approach can hardly be said to be taking place on any largo scale, though there are signs of its being here and there found feasible even without any resort to new social machinery. The Conference was a very large and representative one of Colliery Proprietors and Miners, and the proceedings excited great public interest. The letters constituting this Pamphlet appeared some of them during the Conference, and the remainder immediately 3 after, and were widely read. Consenting to a general desire, they are now presented in this collective form, in the hope that they may be of some service in enabling the Miners in particular, and the public in general, to understand clearly what the Eight Hours proposal really means. Miners, I know, will be willing to read all that can be said for and against. A good deal has been made, or tried to be made, of the fact that in Northumberland and Durham the Coal Hewers do not now work so much as eight hours per day. Still, they are strenuously opposed to a compulsory Eight Hours Day in Mining. Why? I will endeavour to supply the answer in the words of a very able Mining Contributor to a leading provincial journal (Manchester Guardian, Feb. 22rd, 1891.) Excerpt from An Eight-Hours Day: The Case Against Trade-Union and Legislative Interference The cordial reception given to my little book on "Picketing" in September last has induced the compilation of this summary of a still more important phase of the labour question. The present volume is really a series of notes, so placed as to form, it is hoped, a readable handbook, and drawn up chiefly with the desire of deliberately giving a definite expression of opinion on the subject, but, at the same time, not excluding fair statements of arguments of other sides of the question. It is hoped that the undercurrent of bias bears with it a clear indication that we favour such a voluntary reduction of the hours of labour as considerations for national prosperity and the welfare of every individual concerned will permit; in fact, as Professor Marshall puts it, "that a general reduction of the hours of labour is likely to cause a little net national loss and much moral good." But State interference and trade-union compulsion cannot be too strongly condemned. There is no lack of illustration to show that hitherto voluntary effort has been thoroughly satisfactory. Many experiments have been attempted, either through the personal feeling, the generosity, the sense of duty, or the business interest of the employer, or at the honourable initiative of the employed to secure for themselves more leisure, more healthy conditions of working, or higher wages.
