This title was first published in 2003. Since 1990, Central and Eastern European countries have experienced increased economic integration with the European Union. The spatial implications of this process have been little investigated so far. Have patterns of regional specialization and industrial concentration changed during the 1990s? How does regional specialization relate to economic performance? How has access to Western markets affected the regional wage structure? What types of regions are winners and what types of regions are losers? This book poses and answers such policy relevant questions. It is organized into three parts. The first introduces the main features of economic integration and transition processes in Central and Eastern Europe and discusses the theoretical and methodological framework of the research. The second part examines the cases of five countries: Bulgaria, Estonia, Hungary, Romania and Slovenia, and the final part includes three comparative analyses which explain the underlying factors that determine the changing patterns of location of manufacturing activity, the adjustment pattern of regional wages and adaptation processes in border regions in the five countries.

As part of its EU strategy, the Swiss government commissioned several research projects covering the most important aspects of economic integration. Given the interesting results and the wealth of methods used in these studies we decided to organize a conference on the topic of 'The Economic Impact of EU Membership on Entrants: New Methods and Issues". The idea was to use the work on Switzerland as a case study for discussing modern approaches on how to assess the economic effects of joining an integration zone. This seemed to us to be a topic of considerable interest for the rising number of prospective EU-member countries. The response was very favourable with many eminent scholars agreeing to contribute. The conference took place in Lausanne, Switzerland in October 1999 and the papers submitted together with the discussions are published in this volume. Floro Ernesto Caroleo and Francesco Pastore This book was conceived to collect selected essays presented at the session on “The Labour Market Impact of the European Union Enlargements. A New Regional Geography of Europe?” of the XXII Conference of the Italian Association of Labour Economics (AIEL). The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.

In context with the Eastern enlargement of the European Union, this research deals with the effects of pre- and post-enlargement integration policies on industry concentration and regional development in Hungary. Economic processes are analysed empirically and by means of regression analyses with a spatial perspective and in the framework of the new economic geography over a time span of almost two decades. The results for the manufacturing industries and for regional specialization show which economic centres played a role for the economic development of the country over time. The roles which agglomerations and regional specialization can play are discussed with a view to the problems of cohesion in Hungary, the enlarged EU and future EU accession countries.
