This book provides an in-depth analysis of the wheat production developments in the Eurasian region and assesses the potential contribution of the region to domestic and international food security. In particular, the book covers policy and institutional developments of the agricultural sector in Eurasia with a special focus on the horizontal issues relevant to the current and future potential growth of the wheat production, such as land policy, credit and finance, privatization, farm restructuring, and environmental challenges. Global food security is a major societal concern in the light of an increasing population, which is projected to grow from around seven billion today to almost 10 billion in 2050. Two most likely ways to achieve the much needed food production growth are: expansion of land cultivation or increase in crop yields and total factor productivity. The only region with a significant amount of uncultivated arable land that is at the same time experiencing rising agricultural productivity is the “Eurasian wheat belt,” comprising of Russia, Ukraine, Kazakhstan, and the Central Asian countries (Uzbekistan, Tajikistan, Turkmenistan, and Kirgizstan). This makes the region a potential hotspot for driving the future growth of global agriculture. Such prospects require a detailed investigation of Eurasia’s future perspectives in terms of food production (with a focus on wheat) and its potential contribution to regional and global food security.

This book focuses on a representative example and one of the world’s largest steppe conversions, and provides a detailed overview of the results of the BMBF-funded research project KULUNDA. As part of the Siberian virgin land policy, the Kulunda steppe was transformed into agricultural land from 1954 to 1965. In the course of the project, a multidisciplinary research team conducted a natural, social-economic and agro-scientific cause-and-effect analysis of (agro-)ecosystem destabilisation, as well as various field trials covering tillage and crop rotation options in their socio-economic context. The ecologically and economically sound findings offer strategies for combining climate smart land utilization, ecosystem restoration and sustainable regional development, and can readily be applied to other virgin land conversion efforts. In addition, the findings on the Eurasian steppes will expand the current conversion literature, which mainly consists of the ‘Dust Bowl’ literature of the North American plains. Poverty as Subsistence explores the "propertizing" land reform policy that the World Bank advocated throughout the transitioning countries of Eurasia, expecting poverty reduction to result from distributing property titles over agricultural land to local (rural) populations. China's early 1980s land reform offered support for this expectation, but while the spread of propertizing reform to post-communist Eurasia created numerous "subsistence" smallholders, it failed to stimulate entrepreneurship or market-based production among the rural poor. Varga argues that the World Bank advocated a simplified version of China's land reform that ignored a key element of successful reforms: the smallholders' immediate environment, the structure of actors and institutions determining whether smallholders survive and grow in their communities. With concrete insights from analysis of the land reform program throughout post-communist Eurasia and multisited fieldwork in Romania and Ukraine, this book details how and why land reform led to subsistence and the mechanisms underpinning informal commercialization.
