The European Institute of Innovation and Technology (EIT) was established in 2008 as a response to deep-seated concerns regarding the innovation performance of the EU. This interim evaluation of the EIT covered the period 2010-2015 and was conducted by a team led by ICF and Technopolis. The evaluation team analysed EIT performance data and conducted primary research consisting of stakeholder interviews at EIT and Knowledge and Innovation Community (KIC) level, surveys of KIC partners, graduates and business beneficiaries, an open public consultation, and case studies of specific features of the EIT model. The evaluation concluded that the EIT's model of innovation via knowledge triangle integration (KTI) remains valid, and found that the activities of the KICs are starting to bear fruit, in the form of innovations introduced to the market, innovative businesses created and accelerated, and graduates provided with entrepreneurial skills. The KICs have been effective in establishing and building networks of partners. The EIT adds value beyond national innovation support initiatives, and is coherent with and complements EU, national and regional innovation policy. The KICs have the potential to act as repositories of knowledge and good practice, and have built relationships with regional and national policy-makers.

Innovation in the European Union is called upon to increase competitiveness, to improve territorial cohesion, and to address societal challenges. Challenge-driven innovation is also high on the global agenda and calls for building sufficient critical mass by taking full advantage of synergies and complementarities between innovation initiatives, in particular between cohesion policy and excellence-based innovation. This report investigates in particular the motivations, practices and opportunities for strengthening collaborations between the European Institute of Innovation and Technology Knowledge and Innovation Communities (EIT KICs) (focusing on excellencebased innovation) and the Managing Authorities of national and regional European Structural and Investment Funds (ESIF) (focusing on innovation in line with the cohesion policy), within the context of Research and Innovation Strategies for Smart Specialisation (RIS3). Closer collaboration between the actors of RIS3 and of EIT KICs across Europe seems natural, as both aim at building Europe-wide value chains, encompass similar sets of stakeholders, and tackle similar societal challenges through innovation. However, collaboration does not seem to come naturally, given the limited practices to date. Detailed analysis of both conceptual and practical similarities and differences between both approaches and the related communities identifies arguments, opportunities and bottlenecks for increased collaboration. Different modes of collaboration are considered, as well as proposals to scale up current collaboration practices and unlock the collaboration potential. The report aims to make an important practical contribution to optimising the efficiency of research and innovation spending, to combining the objectives of increased competitiveness and cohesion, to spreading excellence across the EU and its territories, and to better addressing the big challenges our society is facing on the eve of the launch of the new Multi-Financial Framework. More concretely, more collaboration between European R&I actors will help to build wider coalitions to support the European Green Deal, as well as other ambitions for Europe over the next five years and beyond, by involving territories and actors across the entire EU, as well the necessary excellence to achieve the ambitious objectives.

The European Institute of Innovation and Technology (EIT) has the ambitious objective of strengthening the links between education, science and business, and thus being a driver of innovation in the EU. We conclude that, despite a valid raison d'être, the EIT's complex operational framework and management problems have impeded its overall effectiveness. We identified several weaknesses in the EIT's funding model, the reporting arrangements between the EIT and the knowledge and innovation communities and the financial sustainability of the latter. Seven years after its inception, the EIT is not yet fully operationally independent from the European Commission. This has hampered its decision-making. We conclude that if the EIT wants to become the ground-breaking innovative institute it was originally conceived to be, legislative and operational adjustments are required to better foster the EU's innovation potential.

This is the first study that attempts to assess the regional economic impacts of the European Institute of Innovation and Technology (EIT) investments in a spatially explicit macroeconomic model, which allows us to take into account all key direct, indirect and spatial spillover effects of EIT investments via inter-regional trade and investment linkages and a spatial diffusion of technology via an endogenously determined global knowledge frontier with endogenous growth engines driven by investments in knowledge and human capital. Our simulation results of highly detailed EIT expenditure data suggest that, besides sizable direct effects in those regions that receive the EIT investment support, there are also significant spatial spillover effects to other (non-supported) EU regions. Taking into account all key indirect and spatial spillover effects is a particular strength of the adopted spatial general equilibrium methodology; our results suggest that they are important indeed and need to be taken into account when assessing the impacts of EIT investment policies on regional economies.
