The connection between immigration and citizenship in Europe is an increasingly important issue. This timely and informative book investigates three main aspects of the issue: the degree to which European citizenship encourages the development of a European identity; the impact of European citizenship at the nation-state level in Italy and the UK in regard to domestic policy-making in the areas of immigration and citizenship; and what is needed to make a supranational citizenship work in practice. Fiorella Dell'Olio examines changes in laws on citizenship, nationality, and immigration in Italy and the UK, and assesses the relationship between the political conceptualization of European citizenship and the public response as revealed by opinion polls. She argues that the establishment of a European citizenship has reinforced the ideology of nationality in both Italy and the UK and that it consequently has failed to forge a European identity.

The theme of Europeanization has, in recent years, come to figure prominently in a wide range of social science analyses concerning both the process of European integration and broader patterns of change in contemporary Europe. Yet, though increasingly a staple of academic discourse, no widely accepted definition of the term has emerged. This volume of the European Studies represents one of the first interdisciplinary attempts to examine the manifold uses and possibilities of a Europeanization problematic. An international team of contributors drawn from the disciplines of Politics, Sociology, History, Anthropology, and Law explore processes of institution-building and identity formation through the optic of Europeanization. The central concern ofThe Europeanization of National Polities? is to know and describe how far EU 'legal' citizens feel that they are actually part of a functioning European political system and how much they think of themselves as EU citizens. The authors report evidence of the levels of European identity, sense of EU representation and preferences for EU policy scope among European mass publics, which are the main dimensions of EU citizenship. The analysis uses a new comparative dataset on EU attitudes derived from a survey in 16 EU countries plus Serbia in 2007. This study shows that, despite initial expectations, levels of European identity, sense of EU representation, and preferences for EU policy scope among European mass publics did not display a strong trend in any particular direction during the period between 1975 and 2007. However, there are interesting variations in these measures of EU citizenship both across individuals and across countries that are described and explained by reference to a series of relevant hypotheses. The book pays particular attention to the inter-linkages among the three dimensions of citizenship itself. EU identity, representation and scope are all reciprocally related, but the representation dimension is key to the development of a generalised sense of a sense of citizenship at the EU level. This in turn places a significant premium on the need to address popular doubts about the EU's 'democratic deficit'.

The aim of this book is to explore and reflect upon preconditions of a specific European social dimension, or more specifically of a European social citizenship. Welfare and social policies in Europe are deeply entrenched in state histories; the success of the welfare state stems from its ability during a fairly long historical period to unify social citizenship, full employment, mass education and a functional industrial relations system. The historical connection between welfare regimes built upon the nation state, and popular democracy founded in party voting, makes the deepening and widening of a common European project a highly risky undertaking and an open process with a radically uncertain outcome. The dilemma in the form of uneasy relationships among national welfare regimes and the evolutionary process of increased market integration - driven both by market forces (globalisation) and the European Union as a political project - is well known and has been demonstrated by different commentators. Every step of deepening market integration in Europe tends to threaten and put pressure on the existing national welfare regimes. As their own populations generally support them, the legitimacy of the EU is at risk. The book analyses the prospects of a coordinated social dimension at the European level, matching the market integration, and what role the concept of citizenship can play in such a scenario.
