Between 1989 and 2004, the EU's conditionality for membership transformed Central and East Europe. The EU had enormous potential power over the whole range of domestic politics in the candidate countries. However, the EU was able to use that power at a few key points in the process leading to their accession. The EU's long-term influence worked primarily through soft power and through voluntary rather than coercive means. During the membership preparations, the EU built many different routes of influence into the candidate countries' domestic policy-making through 'Europeanization'. The Central and East Europeans voluntarily took on the Union's norms and methods, guided by the European Commission, in a massive transfer of policies and institutions. However, the EU missed important opportunities to effect change as well. The EU's Transformative Power explores in detail how the EU used its influence to control the movement of people across Europe, through both coercive use of conditionality and voluntary methods of Europeanization.

This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors – cohesion, border managements and the environment – and assesses the degree to which the European Union’s engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance. This new book tackles two key questions: 1) How is the EU functioning as a security actor? 2) How and to what extent is the EU affecting national security identities? Focusing on the four largest Nordic states (Denmark, Finland, Norway and Sweden), this incisive study analyzes how and to what extent the EU affects national security identities. It shows how the EU has developed into a special kind of security actor that, due to its level of political integration, has an important influence on national security approaches and identities. This new analysis applies a fresh combination of integration theory, security studies and studies of Europeanization. The main argument in this book is that, rather than adapting to the changing conditions created by the end of the Cold War, the Nordic states changed their security approaches in response to the European integration process. It shows how different phases in the post Cold War European integration process have influenced the national security approaches of Sweden, Finland, Denmark and Norway. While all four security approaches seem to have been Europeanized, the speed and the character of these changes seem to vary due to a combination of differing ties to the EU and differing security policy traditions. This book examines the Europeanization of the polity and politics of a new EU Member State. Using social network analysis in a comparative research design, it provides a systematic analysis of the effects of Europeanization on the institutions, policy processes, power constellation and conflict among national elites. Providing a detailed case study on Romania in comparative perspective, the book analyses the impact of the European Union integration process on decision-making in six policy networks to develop a cross-sector and cross-time comparative analysis. It explores mandatory EU requirements in the area of immigration and asylum and the implementation of various EU directives during the negotiation period as well as post-integration. It also examines soft/non-mandatory Europeanization in the social sector and investigates a third control case on a domestic reform, fiscal decentralization in the education sector, where the EU influence is absent.
