When you retain storm-generated drainwater to remove pollutants before releasing it into natural waterways, you can easily create an ideal mosquito-breeding habitat. This publication tells how to treat drainwater and still prevent mosquito infestations.

Since the Clean Water Act was passed in 1972, many stormwater containment systems (Best Management Practices or BMPs) have been designed and built. The most commonly installed BMP in Delaware, the retention pond, has been frequently shown to produce large numbers of medically important and nuisance mosquito species. These ponds are typically high in nutrients, including orthophosphates and nitrogen, which leads to high levels of bacteria and algae. I hypothesized that reducing the amount of these nutritive resources to mosquito larvae may be an effective, non-insecticidal way to reduce mosquito abundance. Different methods of reducing phosphate concentrations were evaluated for their efficacy in controlling larval mosquito abundance in stormwater retention ponds in Delaware in 2005 (N=27), and 2006 (N = 26). Methods compared in 2005 were aeration, the use of bacterial competitors with and without mechanical assistance, and treating with aluminum sulfate. Treatments were made every two weeks (bacteria), monthly (alum), or continuously (aeration). Larval mosquitoes and water quality data, including phosphorus and chlorophyll-a concentrations, turbidity and bacterial abundance data (2006 only) were collected every two weeks from June 1 to September 30 for both years. Aluminum sulfate was the only treatment applied in 2006. Overall, these treatments did not prove effective in significantly improving water quality in either study year, except for a reduction in bacteria observed at two dates in September 2006 in ponds treated with alum. The treatments were also ineffective in significantly reducing larval mosquito abundance in either year of the study. While short-term effects on some quality parameters and mosquito populations may have taken place, they were not detected by our sampling methods and statistical analysis. Phosphorus mitigation using the methods we tested is therefore not recommended as a viable way to improve water quality or reduce larval mosquito abundance in stormwater retention ponds.

Climate change, conflict and human displacement are all growing in scale, increasing the spread of mosquito-borne diseases. A number of effective water, sanitation and waste management measures exist and can be implemented to prevent mosquito-borne diseases. This WHO/UNICEF technical note provides practical information for implementing such measures with a focus on emergency contexts.
