Adult and Lifelong Education explores why politicians, researchers, and practitioners involved in educating post-school young people and adults have quietly abandoned the term ‘education’ in favour of ‘learning’. Bringing together contributions from experienced as well as younger scholars, and from Europe, North America, and Australasia, it draws on global, national, and local perspectives to reveal key features of adult education’s policy environment. At the book’s heart are three main concerns. First, what is the spatial reach of these developments, and what processes of fluidity and fixity emerge? Second, does increased state and international recognition of civil society’s role in adult education and learning help to voice grass-roots learning needs for individuals and communities? Or does it create new patterns of dependency and ‘domestication’? Finally, given the growing culture of monitoring, and the investment – of money, time and attention – which international organizations, national governments, and research institutes around the world are making in gathering information on people’s skills and knowledge, and how they use them, what is happening when literacy, numeracy, and problem-solving abilities are tested? " Writing the story of democracy might seem like writing a story of success. In more and more countries all over the world democracy has been established as the leading form of government. However, democracy also has a less positive and optimistic side. Political scandals and corruption continue to shatter people's trust in its promises and institutions. This brings us to the topic of active democratic citizenship and civil society. Since the late 1980s these topics have continued to rise in importance in the fields of social and political sciences, and their influence has yet to reach a peak. In comparison, civil society and citizenship remain relatively new topics for adult education, dating to the beginning of the 1990s. We also see that the respective national discourses within the different European countries differ immensely. Whereas the discourse on adult education and active democratic citizenship is quite lively in Great Britain or in Poland, in Germany there is only very little interest. Emerging adult education policies and strategies were studied through a survey of United Nations Educational, Scientific, and Cultural Organization (UNESCO) member states, nongovernmental organizations (NGOs), and social partners. Questionnaires were returned by 93 countries and 12 NGOs. The study focused on the following: social change and its impact on adult education since 1985; adult education around the world; trends in adult learning around the world; formal and nonformal adult basic education; adult literacy; adult learning and the technological revolution; vocational training for adults; education toward a culture of peace; education for a democratic, civil society; education and the all-round development of all individuals; formulation of a broader vision of adult learning; integration of adult learning into the lifelong learning system; the changing role of the state, universities, and NGOs; the strengthening of cooperative structures; new ways of financing adult education; and UNESCO's role in the future of adult learning. Despite differences in individual respondents' opinions regarding how adult education goals should be prioritized and reached, there was general consensus that adult learning must be integrated into the lifelong learning system and no longer viewed only as a second chance for disadvantaged individuals, a means of reaching the unreached, or tool to provide skills to the unskilled.
