This book investigates food security and the implications of hyper-urbanisation and rapid growth of urban populations in Africa. By means of a series of case studies involving African cities of various sizes, it argues that, while the concept of food security holds value, it needs to be reconfigured to fit the everyday realities and distinctive trajectory of urbanisation in the region. The nadir of Zimbabwe's political and economic crisis in 2008 coincided with the implementation of a baseline household food security survey in Harare by AFSUN. This survey found that households in low income urban areas in Zimbabwe's capital were far worse off in terms of all the food insecurity and poverty indicators than households in the other 10 Southern African cities surveyed by AFSUN. The central question addressed in this report is whether food security in Zimbabwe's urban centres has improved. AFSUN conducted a follow-up survey in 2012 that allows for direct longitudinal comparisons of continuity and change. The status of household food security in low-income neighbourhoods in Harare was improved in 2012 relative to 2008, and yet persistently high rates of severe food insecurity demonstrate that the daily need to access adequate food continued to be a major challenge. 'The key lesson for policymakers is that even in the context of overall economic improvement, food insecurity remains endemic among the poorest segments of the urban population. Households are already accustomed to drawing on resources outside of the formal economy and improvements in employment income have not reversed that trend. These alternative livelihood strategies should therefore be considered as a normal part of urban life and supported with state resources that can improve access to food for the most marginalized groups.

Food security is high on the political agenda. Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. Second, through the case studies the book particularly emphasises how these factors come together at local levels as farmers, entrepreneurs, consumers, local government officials and others are making key decisions about what will be done to address food security and whose food security will be given priority. Cape Town is one of the wealthiest cities in the Southern African region. Yet, the vast majority of households in poor areas of the city experience food insecurity. This paper uses AFSUN data to examine the characteristics and drivers of food insecurity in Cape Town. While food insecurity correlates closely with income poverty and household structure, broader factors also impact upon urban food security, most notably urban design and market structure. Efforts to address urban food insecurity should therefore not simply target the household. Instead, a food systems approach is necessary, which considers supply chains, procurement, nutrition support programmes, public health, environmental sustainability, water and waste, the support of local enterprise and so on. Furthermore, this approach must consider the geography of the urban food system, in particular planning and zoning regulations regarding the location of both formal and informal food retail within low-income areas of the city.

This book examines the effects of high and volatile food prices during 2007-08 on low-income farmers and consumers in developing, transition, and industrialized countries. Previous studies of this crisis have mostly used models to estimate the likely impacts. This volume includes actual evidence from the field as to how higher prices affected access to food and farm income among poor people. In addition to country and regional case studies, the book presents discussions of cross-cutting themes, including gender, risk management, violence, the importance of subsistence farming as a coping strategy, and the role of governments and markets in addressing higher prices. The urban population in Africa south of the Sahara (SSA) is expected to expand rapidly from 376 million people in 2015 to more than 1.25 billion people by 2050. Measuring and ensuring food security among urban households will become an increasingly pertinent task for development researchers and practitioners. In this paper we characterize food security among a sample of low- and middle-income residents of Accra, Ghana, using 2017 survey data. We find that households tend to purchase food from traditional markets, local stalls and kiosks, and street hawkers, and rarely from modern supermarkets. We characterize food security using three established metrics: the Household Food Insecurity Access Scale (HFIAS); the Household Food Insecurity Access Prevalence (HFIAP); and the Food Consumption Score (FCS). We then estimate the determinants of food security using general linear models. The food security metrics are not strongly correlated. For example, according to HFIAP, as many as 70 percent of households sampled are food insecure, but only 2 percent fall below acceptable thresholds measured by FCS. Model results show that household education, assets, and dwelling characteristics are significantly associated with food security according to HFIAS and HFIAP, but not with FCS. The poor correlation and weak model agreement between the dietary recall metric, FCS, and the experience-based metrics, HFIAS and HFIAP, call for closer attention to measurement of urban food security. Given Africa’s urban future, our findings highlight the need for an urban-oriented comprehensive approach to the food security of urban households.
