Urban population growth is extremely rapid across Africa and this book places urban food and nutrition security firmly on the development and policy agenda. It shows that current efforts to address food poverty in Africa that focus entirely on small-scale farmers, to the exclusion of broader socio-economic and infrastructural approaches, are misplaced and will remain largely ineffective in ameliorating food and nutrition insecurity for the majority of Africans. Using original data from the African Food Security Urban Network’s (AFSUN) extensive database it is demonstrated that the primary food security challenge for urban households is access to food. Already linked into global food systems and value chains, Africa’s supply of food is not necessarily in jeopardy. Rather, the widespread poverty and informal urban fabric that characterizes Africa’s emerging cities impinge directly on households’ capacity to access food that is readily available. Through the analysis of empirical data collected from 6,500 households in eleven cities in nine countries in Southern Africa, the authors identify the complexity of factors and dynamics that create the circumstances of widespread food and nutrition insecurity under which urban citizens live. They also provide useful policy approaches to address these conditions that currently thwart the latent development potential of Africa’s expanding urban population.

This volume is concerned with food poverty and action on food (in)security. The context is a global one; as the developed world faces a problem with overconsumption and chronic diseases, the developing world is addressing the double burden of hunger and over consumption. Even in the developed world, nation states are facing the rise of modern malnutrition which is over consumption, but also the re-emergence of hunger as there are growing levels of poverty and inequality due to the financial crises. Food insecurity is in many people’s minds associated with hunger, and while this is true the modern food system has introduced new complexities to food insecurity with the growth of micro-nutrient inequalities. Hunger and obesity are not being faced by two different groups but often the same group or cohort. These are features of modern malnutrition that are often not recognized. A critical examination of food poverty and food security is undertaken, with a view to clarifying taken-for-granted assumptions in present discourses. The book addresses food charity and the rise of solutions such as foodbanks as appropriate social responses. The final chapters explore the solutions from real life situations. The concluding chapter from the editors draws together the issues and locates solutions within a food policy framework of the total food system. The various definitions of food insecurity will are examined. Hunger and its modern manifestations (hunger and obesity) is another focus, with particular explorations of developed and developing countries experiences. Some of the chapters cover how food poverty/insecurity is being addressed and provide examples of work in progress.

Food systems are being transformed at an unprecedented rate as a result of global economic and social change. Urbanisation, foreign direct investment in markets of developing countries and increasing incomes are prime facilitators for the observed changes, while social changes, such as the increased number of women in the workforce and rural to urban migration, provide added stimulus. Changes are also facilitated in concrete ways by food production based on intensive agriculture, new food processing and storage technologies, longer product shelf-life, the emergence of food retailers such as fast food outlets and supermarkets and the intensification of advertising and marketing of certain products. The sum of these changes has resulted in diverse foods that are available all year for those who can afford them, as well as a shift in home-prepared and home-based meals to pre-prepared or ready-to-eat meals, often consumed away from home. These food system and lifestyle changes are in turn having an impact on the health and nutritional status of people in developing countries. There is an indication of rapid increases in overweight and obesity, particularly among adults, and an increasing prevalence of diet-related non-communicable diseases. At the same time, social inequalities are increasing, particularly in urban areas. The papers appearing in this publication were first presented at the workshop Globalisation of food systems: Impacts on food security and nutrition held at FAO headquarters in Rome from 8 to 10 October 2003. The chapters are arranged in two parts. The first contains overview chapters providing a synthesis of findings from 11 country case studies, an overview of issues related to urban food insecurity, a review of nutritional change in developing countries and some policy options to address these changes. The second section gives a detailed account of the changes in food systems and health and nutrition problems in 11 case study countries, representative of different regions throughout the world.
