We investigate the food retailing landscape and the exit of independent grocery stores in rural America using U.S. NETS data. Our paper makes several contributions that could potentially help the agenda for future research and public policy. We begin by documenting local concentration trends in food retailing and how they change across rural and urban markets from 1990 to 2015. Then, we conduct two event studies to examine how entry by a large chain is associated with the local market concentration and independent grocery retailer (IGR) exits. Last, we document the IGR exit rate in rural markets for a period of twenty-five years and investigate its determinants in a regression framework. Our results show that market concentration in food retailing has increased since 1990, but the increasing trend after the Great Recession of 2008 is particularly noticeable. The local concentration differs substantially by the urban status of markets. Focusing on rural markets, we show that entry by a large food retailer is associated with higher market concentration and the decreasing number of IGRs. We also find that the annual average IGR exit rate is around 6.6% during the study period. The IGRs that are younger that operate in relatively more competitive markets, and that face entry by a large chain, are more likely to exit. Also, IGR rates are higher in markets with lower median income and higher poverty rates. We discuss how our results can potentially inform policies on sustainable rural development, food access, and food insecurity in rural communities.

"This dissertation traces the transformation of the food retail industry in urban America during the twentieth century, with a focus on the changing role of government in food distribution. It examines the "food retail landscape" in Rochester, New York from the 1880s through the 2010s by analyzing city directories and developing corresponding maps. At the beginning of this era, Rochester's progressive government played an activist role in creating an equitable food retail landscape by establishing a public market, which provided access to fresh foods for individual households, hucksters, and grocers. The municipality faded from the food retail landscape during the chain store era of the 1920s and 1930s, when large grocery companies replaced hucksters and small independent grocers. The landscape became homogeneous, as Hart's Food Stores operated more than 130 stores in the thirty-four square miles of Rochester, ensuring that every resident had access to the same stores regardless of class. The chain store era, however, started the degradation of the food retail landscape by privatizing the grocery industry. Companies such as Hart's developed private, sophisticated channels of distribution as they evolved into supermarkets during the 1940s and 1950s. These large companies dominated the food retail landscape and moved into middle-class neighborhoods with families that owned automobiles and refrigerators. The result of this transformation, as well as the lack of government involvement in food distribution during the supermarket era, was the degradation and stratification of the food retail landscape in urban America, as wealthy communities have multiple supermarkets and poor neighborhoods lack grocers"--Page x.

Through a series of manuscripts, this thesis has critically reviewed, analyzed and discussed the contextual factors that are significant to measuring and intervening in the rural retail food environment. In order to encourage action and influence change, it is most effective to produce evidence that is meaningful to policymakers, retail owners, and other key stakeholders, guiding them in prioritized and informed decision making. To do this, we need to promote greater transparency in reporting methodology; providing explicit definitions and rationales so that findings are more accessible to knowledge users and can be used to guide future research and policy direction. Reporting on all aspects of the food environment including availability, quality and price as well as the exposure to nutritious and non-nutritious foods are critical to capturing barriers and potential areas for intervention in rural communities. Improving food access in rural communities will require a comprehensive and multisectoral effort. A direct and prioritized approach that addresses the fundamental barriers to food access in rural communities is essential to making impactful improvements in the accessibility of nutritious foods in rural communities and the health and well-being of those who live there.
