The massive dimensions of Syria's refugee crisis—and the search for solutions The civil war in Syria has forced some 10 million people—more than half the country's population—from their homes and communities, creating one of the largest human displacements since the end of World War II. Daily headlines testify to their plight, both within Syria and in the countries to which they have fled. The Consequences of Chaos looks beyond the ever-increasing numbers of Syria's uprooted to consider the long-term economic, political, and social implications of this massive movement of people. Neighboring countries hosting thousands or even millions of refugees, Western governments called upon to provide financial assistance and even new homes for the refugees, regional and international organizations struggling to cope with the demands for food and shelter—all have found the Syria crisis to be overwhelming in its challenges. And the challenges of finding solutions for those displaced by the conflict are likely to continue for years, perhaps even for decades. The Syrian displacement crisis raises fundamental questions about the relationship between action to resolve conflicts and humanitarian aid to assist the victims and demonstrates the limits of humanitarian response, even on a massive scale, to resolve political crises. The increasingly protracted nature of the crisis also raises the need for the international community to think beyond just relief assistance and adopt developmental policies to help refugees become productive members of their host communities.

The Syrian crisis is one of the most serious humanitarian disasters in recent history. Yet the widely reported numbers--more than 6 million displaced, including 5 million refugees--reflect only a fractional toll of the conflict. Numerous international organizations, states, and civil society movements have called for the laws of war to be respected, sieges lifted, and humanitarian access facilitated. But beneath each of these humanitarian appeals lies a complicated reality extending beyond the binary narratives that have come to define the war in Syria. Everybody's War examines the complexities of humanitarianism in Syria and the wide-ranging consequences for both Syria's populations and humanitarian responses to future conflicts. Organized by Médecins Sans Frontières, this edited volume brings together academics and humanitarian practitioners from across the globe to provide a multitude of perspectives on the politics of aid in the Syrian war. This book seeks to understand the obligation of the international community to implement the principles of the Responsibility to Protect (R2P). With a focus on the humanitarian crisis in Syria, the volume examines what formal responsibility and actual capability international institutions have to protect and prevent civilians from systematic mass atrocities and presents an analysis of several prominent international organizations (IOs). Each chapter focuses on a specific organization and explores their formal responsibilities and how these pertain to the obligations of the R2P. Existing capabilities and actual abilities to address the challenges of R2P are analysed by looking at these issues before, during, and after the occurrence of the humanitarian crisis in Syria. With the UN not fully engaged in the Syrian conflict, the systematic human rights abuses have engendered greater attention on other organizations. This volume argues that if the UN Security Council’s inactions result in an abdication of responsibilities under the UN Charter, there should not only be a discussion of how the UN must alter its approach, but also an examination of whether there are alternative R2P paths for other MNOs to take in the name of international peace and human security. This edited volume investigates the political and socioeconomic impact of the Syrian refugee crisis on Lebanon and Jordan, and these countries’ mechanisms to cope with the rapid influx of refugees. The sudden population increase has resulted in severe pressures on infrastructures and services, as well as growing social tensions between the refugees and host communities. These chapters use a transdisciplinary approach to analyse the repercussions of the humanitarian tragedy at three different levels: 1) the changing governmental policies of the two countries towards the crisis; 2) the different perceptions of the Jordanian and Lebanese local communities on the Syrian refugees; and 3) the role played by NGOs and the civil society in both countries in dealing with protracted humanitarian emergencies.

Next month will mark the fourth anniversary since the start of the Syrian conflict, and there are no signs that the crisis will abate anytime soon. Assad has demonstrated no remorse, and, indeed, his intransigence has only hardened as he maintains his grasp on power and the enclaves of Syria, thanks to the support from Iran and the United States' unwillingness to engage both ISIL and Assad in a comprehensive strategy. ISIL and other terror groups have managed to wrest control of other large areas of Syria, and they, too, have no intention of giving up the territory they have claimed. Since President Obama announced strikes against Syria last September, ISIL has actually gained more territory. That leaves little territory for those Syrians who wish to flee the fighting and flee the violence. What we are seeing unfold in Syria is one of the worst humanitarian crises in the region in recent memory, and it isn't just limited to Syrian and Iraq. Jordan and other neighboring countries have been forced to bear the brunt of a massive influx of refugees fleeing the fighting.
