This book discusses the 2450 year-long journey of the evolution of human rights, beginning from their earliest manifestation through Sophocles’ tragedy Antigone (442 BCE). The Concept of European Values: Creating a New Narrative for Europe offers a philosophical analysis of the concept of European values from its origin to the present day. This book rethinks European values in light of the crises—economic, political, migration, identity, and pandemic—that the European Union (EU) has faced from 2008 until today and analyzes EU initiatives to create a new narrative for Europe. Sanja Ivic reexamines the concept of European values as well as the philosophical and political assumptions on which this concept is based. In times of crisis, the EU has shown a lack of solidarity. As evidenced by Brexit, the migration crisis, and the pandemic crisis, the EU is experiencing a clash of national and postnational norms and values. Ivic argues that the EU did not react in accordance with the supranational values and principles on which it is based, as stated in Article 2 of the Treaty on European Union: respect for democracy, human dignity, freedom, equality, the rule of law, and respect for human rights. Its reaction to these crises shows a turn from postnational values (which the EU advocated as a supranational political community) to nationalist paradigms.

This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements. The Maastricht Treaty in 1992 was based on neoliberal ideas of a market-driven European economy and democracy, and continues to be seen as a step towards a new stage of unification: towards a more federal Europe based on market integration. The authors demonstrate that European integration as a federal project actually came to an end around 1970. The European Economic Community (EEC) - the precursor of EU - was never thought of as a democracy. The authors locate a shift in thinking about legitimacy and further integration in the 1980s when the idea of a European democracy was connected with a plan for the internal market: the market would pave the way for democracy. Since then, there has been a growing tension between the official line about a democratic EU and the institutional capacity to carry it through. This tension undermined integration. The book suggests that, instead of democracy-through-market, there are signs of increasing social disintegration, political extremism and populism in the wake of economic integration. Providing a more realistic historical understanding of European integration, this book will be of interest to students and scholars of political science, history and European studies.
