In this open-access-book the author concludes that expertise could be the key factor for global and interconnected problems. Experimental results have shown that expertise was a stronger predictor than public information regarding change in behavior and strategy adaption. Identifying non-routine problem-solving experts by efficient online assessments could lead to less volatile system performance, from which all decision-makers could potentially profit.

Collaborative Innovation In The Public Sector written by Jacob Torfing and has been published by Georgetown University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-11-01 with Political Science categories.

Governments worldwide struggle to remove policy deadlocks and enact much-needed reforms in organizational structure and public services. In this book, Jacob Torfing explores collaborative innovation as a way for public and private stakeholders to break the impasse. These network-based collaborations promise to multiply the skills, ideas, energy, and resources between government and its partners across agency boundaries and in the nonprofit and private sectors. Torfing draws on his own pioneering work in Europe as well as examples from the United States and Australia to construct a cross-disciplinary framework for studying collaborative innovation. His analysis explores its complex and interactive processes as he looks at how drivers and barriers may enhance or impede the collaborative approach. He also reflects on the roles institutional design, public management, and governance reform play in spurring collaboration for public sector innovation. The result is a theoretically and empirically informed book that carefully demonstrates how multi-actor collaboration can enhance public innovation in the face of fiscal constraint, the proliferation of wicked problems, and the presence of unsatisfied social needs.

Groups and organizations vary dramatically in their ability to learn. Some acquire substantial knowledge as a function of experience, while others do not. In groups, learning can occur at the level of the individual member and/or the group as a whole. In organizations, learning can occur at both of these levels as well as that of the wider collective. Besides varying in the amount and kind of information they acquire, groups and organizations also vary regarding their success in retaining knowledge and transferring it to other units. In general, groups and organizations that are proficient in acquiring, retaining, and transfering knowledge are more productive and more enduring than their less able counterparts. The goal of this handbook is to bring together cutting-edge theoretical and empirical work on group and organizational learning by leading scholars from several disciplines. Because many of the same processes influence learning in groups and organizations, including both kinds of learning in the same volume has the potential to facilitate the integration of knowledge and the cross-fertilization of ideas. These benefits are reciprocal, in that research at the group level can shed light on how organizations learn whereas research at the organizational level can illuminate how groups learn. By clarifying similarities and differences in the processes that underlie learning in groups and organizations, the handbook advances understanding of the causes and consequences of learning in collectives of varying size and complexity.

Offers solutions and best practices to respond to recurrent problems and contemporary challenges in the field Since the publication of the first edition of Environmental Impact Assessment in 2003, both the practice and theory of impact assessment have changed substantially. Not only has the field been subject to a great deal of new regulations and guidelines, it has also evolved tremendously, with a greater emphasis on strategic environmental, sustainability, and human health impact assessments. Moreover, there is a greater call for impact assessments from a global perspective. This Second Edition, now titled Impact Assessment to reflect its broader scope and the breadth of these many changes, offers students and practitioners a current guide to today's impact assessment practice. Impact Assessment begins with an introduction and then a chapter reviewing conventional approaches to the field. Next, the book is organized around recurrent problems and contemporary challenges in impact assessment process design and management, enabling readers to quickly find the material they need to solve tough problems, including: How to make impact assessments more influential, rigorous, rational, substantive, practical, democratic, collaborative, ethical, and adaptive How each problem and challenge-reducing process would operate at the regulatory and applied levels How each problem can be approached for different impact assessment types—sustainability assessment, strategic environmental assessment, project-level EIA, social impact assessment, ecological impact assessment, and health impact assessment How to link and combine impact assessment processes to operate in situations with multiple overlapping problems, challenges, and impact assessment types How to connect and combine impact assessment processes Each chapter first addresses the topic with current theory and then demonstrates how that theory is applied, presenting requirements, guidelines, and best practices. Summaries at the end of each chapter provide a handy tool for structuring the design and evaluation of impact assessment processes and documents. Readers will find analyses and new case studies that address such issues as multi-jurisdictional impact assessment, climate change, cumulative effects assessment, follow-up, capacity building, interpreting significance, and the siting of major industrial and waste facilities. Reflecting current theory and standards of practice, Impact Assessment is appropriate for both students and practitioners in the field, enabling them to confidently respond to a myriad of new challenges in the field.
