Building on global interest in migration development, the volume draws attention to one of the most important migration systems in sub-Saharan Africa. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.

Since Schumpeter, economists have argued that vast productivity gains can be achieved by investing in innovation and technological catch-up. Yet, as this volume documents, developing country firms and governments invest little to realize this potential, which dwarfs international aid flows.Using new data and original analytics, the authors uncover the key to this innovation paradox in the lack of complementary physical and human capital factors, particularly firm managerial capabilities, that are needed to reap the returns to innovation investments. Hence, countries need to rebalance policy away from R and D-centered initiatives – which are likely to fail in the absence of sophisticated private sector partners – toward building firm capabilities, and embrace an expanded concept of the National Innovation System that incorporates a broader range of market and systemic failures. The authors offer guidance on how to navigate the resulting innovation policy dilemma: as the need to redress these additional failures increases with distance from the frontier, government capabilities to formulate and implement the policy mix become weaker. This book is the first volume of the World Bank Productivity Project, which seeks to bring frontier thinking on the measurement and determinants of productivity to global policy makers.

As measured by its per-capita income, Nepal is one of the poorest countries in the world, with large parts of its population trapped in poverty within a stunning, but difficult to control natural environment. Under these conditions, since the wake of the 21st century, international labour migration and the associated remittances of large amounts of foreign exchange have rapidly gained influence on the country’s economic and social development, triggered by internal disturbances, in particular economic downturn and political upheavals, as well as external dynamics which boosted an uprising international demand for unskilled labour. While there is hardly any basic dissent about the short- to mid-term Positive growth effect for Nepal’s economy, surprisingly little is known about the consequences of this form of livelihood security at the individual household level, apart from some anecdotal evidence, although neither policy makers nor NGOs may effectively craft their strategies without considering this phenomenon. This book was developed from an Alumni Workshop held in Kathmandu in 2015, where, focusing on this knowledge gap, wide-ranging original research about the consequences of family members’ absence and the receipt of remittances was presented. Moving on from this starting point the authors further elaborated their work to make it accessible to a broader public, and exploitable as a resource for policy making and follow-up research. In addition, this volume includes detailed facts and figures about outmigration from and inflow of remittances to Nepal. With a view to long-term development implications of international migration it also considers the gain of knowledge and access to international academic networks brought into the country by returned scholars. The editor of the volume, Béatrice Knerr, is a professor of development economics, affiliated to the University of Kassel, Germany, where, until 2015, she was heading the Department of Development Economics, Migration and Agricultural Policy (DEMAP). Afterwards she has served as guest professor at the Universidad Autonoma de Yucatan (UADY) in Merida, Mexico, and at the College of Economics of Hue University, Vietnam. Presently she is on contract with the Brawijaya University of Malang, Indonesia, where she is joining research projects on rural development and teaching various modules in the Economics Faculty. As an expert in the implications of labour migration on the development of low- to middle-income countries she has published and edited around 30 books and 100 journal articles and book chapters.

"The migration of labor from rural to urban areas is an important part of the urbanization process in developing countries. Even though it has been the focus of abundant research over the past five decades, some key policy questions have not found clear answers yet. To what extent is internal migration a desirable phenomenon and under what circumstances? Should governments intervene and, if so, with what types of interventions? What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

This paper, published as part of the ESCAP series Studies in Trade and Investment, explores the linkages between trade, labour mobility and development in the Asia-Pacific region. The paper moves from an analysis of recent trends in regional labour mobility through an examination of the connections between trade, migration and development. Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.
