Coalition government among different political parties is the way most European democracies are governed. Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. In particular the strong heroines of the yangbanxi, or model works which dominated the Cultural Revolution period, have been seen as genderless revolutionaries whose images were damaging to women. Drawing on contemporary theories ranging from literary and cultural studies to sociology, this book challenges that established view through detailed semiotic analysis of theatrical systems of the yangbanxi including costume, props, kinesics, and various audio and linguistic systems. When protests erupted in response to the 2010 Egyptian parliament elections that were widely viewed as fraudulent, many wondered. Why now? Voters had never witnessed free and fair elections in the past, so why did these elicit such an outcry? To answer this question, Weipert-Fenner conducted the first study of politics in modern Egypt from a parliamentary perspective. Contrary to the prevailing opinion that autocratic parliaments are meaningless, token institutions, Weipert-Fenner’s long-term analysis shows that parliament can be an indicator, catalyst, and agent of change in an authoritarian regime. Comparing parliamentary dynamics over decades, Weipert-Fenner demonstrates that autocratic parliaments can grow stronger within a given political system. They can also become contentious when norms regarding policies, political actors, and institutions are violated on a large scale and/or at a fast pace. Most importantly, a parliament can even turn against the executive when parliamentary rights are withdrawn or when widely shared norms are violated. These and other recurrent patterns of institutional relations identified in The Autocratic Parliament help explain long spans of stable, yet never stagnant, authoritarian rule in colonial and postcolonial periods alike, as well as the different types of regime change that Egypt has witnessed: those brought about by external intervention, by revolution, or by military coup.
