This report assesses the KALAHI-CIDSS community-driven development project in the Philippines to determine its contribution toward improved service delivery and governance in the beneficiary communities. KALAHI-CIDSS was found to be especially effective in facilitating broad-based participation of community residents, addressing local priorities and delivering basic services to the intended beneficiaries, providing community residents with valuable experience, and creating space for local government officials to collaborate with community residents in subproject management. The project created positive effects on the income and non-income dimensions of poverty. It is valued highly by recipient communities, participating local governments, and development partners.

This report presents an accounting of how the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated and Delivery of Social Services: Kapangyarihan at Kaunlaran sa Barangay, (KALAHI-CIDSS: KKB) Project was implemented in Balangiga, Eastern Samar, Philippines, from August 2003 to December 2006. The municipality has 13 barangays, namely Barangays 1, 2, 3, 4, 5, and 6---all in the Poblacion---and San Miguel, Cansumangkay, Bacjao, Sta. Rosa, Cag-olango, Guinmaayohan, and Maybunga. The KALAHI-CIDSS: KKB Project is one of the flagship projects of the national government of the Philippines. It is jointly implemented by the Department of Social Welfare and Development (DSWD) and participating local government units (LGUs). Applying community-driven development (CDD) approaches, its major aims include community empowerment, improved local governanceand poverty reduction. It promotes participatory approaches to planning, implementing and monitoring development projects. It is implemented nationwide in selected provinces and municipalities, including Balangiga. It is funded largely by a loan from the World Bank. The project provides, among other things, financial and technical assistance to LGUs and communities. Project implementation at the municipal level is planned for roughly three years, with each year constituting one project cycle. In promoting its major objectives, the project envisions each of the 3 cycles as building blocks for strengthening of local institutions and raising community capacities for collective action. The report also serves as a self-evaluation from which stakeholders may learn from the experience and, hopefully, use the lessons and insights that can be drawn from such an experience to improve the performance of ongoing and future CDD projects.This report is being published to honor the memory of Balangiga Encounter Day. Anecdotal evidence permeates accounts on the impact of the global economic crisis on Philippine poverty. This study systematically assesses the evidence and recent data. It adopts a somewhat eclectic approach as applying regression and decomposition techniques to trace the impact of the global economic crisis on gross domestic product and its major components, constructing panel data from nationally representative household surveys to trace the changes in household welfare during the crisis, and combining national income accounts and household survey data to simulate the differential effects of the crisis across population groups and social divides. Empirical findings suggest that although the Philippine economy did not slide to recession during the crisis, its impact on the economy and poverty across population groups was nonetheless severe---and may linger for many years to come.

No hay un modelo único para los sistemas de implementación, pero existen puntos en común que constituyen el núcleo del marco de los sistemas de implementación. 2. La calidad de la implementación es importante: Las debilidades en alguno de los elementos principales afectarán negativamente a todo el sistema, lo que, a su vez, reducirá el impacto de los programas a los que dan apoyo. 3. Los sistemas de implementación evolucionan a lo largo del tiempo de forma no lineal, y los puntos de partida son fundamentales. 4. Es necesario buscar «la sencillez» y «hacer bien lo sencillo» desde el inicio. 5. La «primera milla» (la interfaz mediante la cual las personas interaccionan directamente con las funciones administrativas) suele ser el eslabón más débil en la cadena de implementación. Reformarlo puede requerir un cambio sistémico, pero mejorará considerablemente la eficacia general y mitigará el riesgo de fallos en la primera instancia. 6. Los programas de protección social no operan en un vacío, por lo que sus sistemas de implementación no deberían desarrollarse de forma aislada. Las sinergias entre distintas instituciones y sistemas de información son posibles y pueden mejorar los resultados de los programas. 7. Los sistemas de implementación de protección social contribuyen a la capacidad del gobierno de ayudar a otros sectores, por ejemplo, las subvenciones para seguros de salud, las becas, las tarifas energéticas sociales, las ayudas para la vivienda y los servicios legales. 8. Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.
