It therefore requires constant surveillance to anticipate the threats it presents to its own flourishing. Thus does liberal peace become the continuation of war by other means. Winston Churchill said of democracy that it was ‘the worst form of government, except for all those other forms that have been tried from time to time.’ The same could be said of liberalism. While liberalism displays an unfailing optimism with regard to the capacity of human beings to make themselves ‘masters and possessors of nature’, it displays a profound pessimism when it comes to appreciating their moral capacity to build a decent world for themselves. As Michea shows, the roots of this pessimism lie in the idea – an eminently modern one – that the desire to establish the reign of the Good lies at the origin of all the ills besetting the human race. Liberalism’s critique of the ‘tyranny of the Good’ naturally had its costs. It created a view of modern politics as a purely negative art – that of defining the least bad society possible. It is in this sense that liberalism has to be understood, and understands itself, as the ‘politics of lesser evil’. Liberal democracies very rarely fight wars against each other, even though they go to war just as often as other types of states do. John M. Owen IV attributes this peculiar restraint to a synergy between liberal ideology and the institutions that exist within these states. Liberal elites identify their interests with those of their counterparts in foreign states, Owen contends. Free discussion and regular competitive elections allow the agitations of the elites in liberal democracies to shape foreign policy, especially during crises, by influencing governmental decision makers. Several previous analysts have offered theories to explain liberal peace, but they have not examined the state. This book explores the chain of events linking peace with democracies. Owen emphasizes that peace is constructed by democratic ideas, and should be understood as a strong tendency built upon historically contingent perceptions and institutions. He tests his theory against ten cases drawn from over a century of U.S. diplomatic history, beginning with the Jay Treaty in 1794 and ending with the Spanish-American War in 1898. A world full of liberal democracies would not necessarily be peaceful. Were illiberal states to disappear, Owen asserts, liberal states would have difficulty identifying one another, and would have less reason to remain at peace.

The deployment of remotely piloted air platforms (RPAs) - or drones - has become a defining feature of contemporary counter-insurgency operations. Scholarly analysis and public debate has primarily focused on two issues: the legality of targeted killing and whether the practice is effective at disrupting insurgency networks, and the intensive media and activist scrutiny of the policy processes through which targeted killing decisions have been made. While contributing to these ongoing discussions, this book aims to determine how targeted killing has become possible in contemporary counter-insurgency operations undertaken by liberal regimes. Each chapter is oriented around a problematisation that has shaped the cultural politics of the targeted killing assemblage. Grayson argues that in order to understand how specific forms of violence become prevalent, it is important to determine how problematisations that enable them are shaped by a politico-cultural system in which culture operates in conjunction with technological, economic, governmental, and geostrategic elements. The book also demonstrates that the actors involved - what they may be attempting to achieve through the deployment of this form of violence, how they attempt to achieve it, and where they attempt to achieve it - are also shaped by culture. The book demonstrates how the current social relations prevalent in liberal societies contain the potential for targeted killing as a normal rather than extraordinary practice. It will be of great use for academic specialists and graduate students in international studies, geography, sociology, cultural studies and legal studies.
