Against the backdrop of economic transition, several countries in Eastern Europe have undertaken far-reaching programs to restructure their coal sectors, which in the 1990s were in a state of deep crisis. One aspect of restructuring has been the closure of loss-making mines, which are often located in communities where the coal industry is the dominant employer, and the significant downsizing of the workforce. Mitigation efforts that are implemented at the time of mine closure (such as severance payments) are usually intended only for the laid-off workers.Haney and Shkaratan examine the impact of mine closure on the entire community five years after mine closure in Romania, Russia, and Ukraine. Using quantitative and qualitative research methods and based on interviews with national, regional, and local experts, and members of the affected population, the authors describe the effect of mine closure and evaluate the various mitigation efforts that have been used by governments in such cases. They conclude with policy recommendations of broad relevance to programs of industrial restructuring in communities dominated by a single industry.This paper - a product of the Infrastructure and Energy Services Department, Europe and Central Asia Region - is part of a larger effort in the region to evaluate the social impact of industrial restructuring.

We conduct a case study of the role of organized labor in the restructuring experience of two coal mining regions in the 1990's: Ostrava in the Czech Republic and Jiu Valley in Romania. Under similar external circumstances, the Ostrava region undertook gradual restructuring from early on whereas in Jiu Valley there was no restructuring until 1997, followed by massive layoffs over two years. Our quantitative exercise shows that the delay in restructuring in Jiu Valley was grossly inefficient in view of the region's overall restructuring path and in comparison to Ostrava's path. The proximate reason for the delay was the Jiu Valley miners' action against restructuring. Essential for the miners' success was their alliance with the conservative faction of the government; the alliance itself was arbitrated by the Romanian electorate. We interpret the Jiu Valley miners' militancy as behaviorally conditioned rather than rationally determined, which accords with their history of militancy in contrast to the absence of militancy among Ostravian miners.

Cumulative global transformations, occurring daily, affect important aspects of our life. Characteristic cultural and natural heritage, including sites of priceless value, is under constant threat. There are growing pressures, of both natural and human origin, such as wars, con icts, natural or technological disasters and the effects of global climate change. These provoke the continuous degradation of many sites included in the World Heritage List. In consequence, immediate strategic measures must be taken. Natural heritage is our legacy from the past, that we inherited from our ancestors and pass on to future generations. It is vital to realize its value and protect it by all possible means, enforcing innovative and sustainable action plans that promote global international co-operation. This book aims to address speci c natural heritage sites in Europe, from West to East. The six countries of study interest are Portugal, Malta, Greece, Italy, Romania and Turkey. For each case, the corresponding current status is presented. This is accompanied by recommended action plans for protection and conservation, tra- ing initiatives that improve the public awareness of natural heritage issues and efforts to estimate the natural/environmental value of the sites. Metal resources are used for the production of a wide range of merchandise. Industrial minerals are broadly used for pharmaceuticals and chemical products. Energy is provided on a large scale by non-renewable mineral resources, such as coal. The European Union represents a territory of low mineral potential. Of course there are several exceptions, like Poland having a high production of copper. The European Union is not able to cover the needs of the industry from domestic deposits and is therefore highly dependent on imports. The mineral potential of Western Europe has been used on a very high scale because the mineral wealth was already known in ancient times, whereas the deposits in Southeast Europe have not been exploited on such an extended scale as in Western Europe. Both economic and legal situation of many Southeast European countries are not well known in the Western world. This fact is caused by the changing political situation during the last decades, the therewith connected underdeveloped mining industry and a high complexity of legal requirements. In 2007, Bulgaria and Romania became members of the European Union. They represent the first Southeast European countries being accepted into the European Union. Croatia, Macedonia and Turkey are considered candidate countries, all located in Southeastern Europe. The increasing importance of Southeast Europe for the enlargement of the European Union may upgrade the European economic situation and the mining sector, resulting in reduced import dependence. However, it is essential to upgrade the Southeast European mining industry, which should preferably be done by foreign companies already having experience in mining. Two parameters are essential for investments in the mining industry: the existence of mineral deposits and a consistent legal framework. This books deals with both issues. The aim is to give general and detailed information on the overall economic, mineral economic and legal situation in Southeast European countries as well as to evaluate and compare both issues. This book combines information and research data, which was collected for more than two years and forms the basis for a solid line of discussion as well as for horizontal and vertical integrated evaluation and comparison.
