New public management is a topical phrase to describe how management techniques from the private sector are now being applied to public services. This book provides a completely up-to-date overview of the main theoretical models of public sector management, and examines the key changes that have occurred as more and more public services are contracted out to private organisations, as the public sector itself grapples with 'internal markets'. Drawing on economics, organisational theory and poliltics, Jan-Erik Lane presents new public management from an analytical perspective. This book uses game theory and empirical studies in order to assess the pros and cons of new public management.

Public-sector organizations are fundamentally different from their private-sector counterparts. They are part of the society’s political organizations and are major political actors. They are multifunctional, follow a political leadership and the majority do not operate in an external market. In an era of rapid reform, reorganization and modernization of the public sector, this book offers a timely and illuminating introduction to the public-sector organization that recognizes its unique values, interests, knowledge and power base. Drawing on both instrumental and institutional perspectives within organization theory, as well as democratic theory and empirical studies of decision-making, the book addresses five central aspects of the public-sector organization: ■ goals, values and motivation ■ leadership and steering ■ reform and change ■ effects, learning and implications ■ understanding and design The book challenges conventional economic analysis of the public sector, arguing instead for a political-democratic approach and a new prescriptive organization theory. A rich resource of both theory and practice, Organization Theory and the Public Sector: Instrument, Culture and Myth is essential reading for anybody studying the public sector. This second edition of the book contains a range of new and updated themes, examples and references.

China The West And The Myth Of New Public Management written by Paolo Urio and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-07-26 with Political Science categories.

In the West, innovations in new public management (NPM) have been regarded as part of the neoliberal project, whilst in China, these reforms have emerged from a very different economic and social landscape. Despite these differences however, similar measures to those introduced in the West have been adopted by the Chinese state, which has largely abandoned the planned economy and adopted market mechanisms in the pursuit of improved economic efficiency and growth. Evaluating the results of these reforms in both China and the West between 1978 and 2011, this book shows that despite substantial improvements in economic efficiency in both cases under consideration, there have been considerable negative impacts on the distribution of wealth, access to public services, levels of poverty, public health, and the incidence of crime. Further, this book explores the different results of NPM in China and the West and the conclusions Paolo Urio draws have timely significance, as he suggests that China has been able to change its policies more rapidly and thus more effectively respond to the challenges posed by the current economic crisis. Drawing on both Western and Chinese sources, this innovative book compares the consequences of their public management reforms, taking into account the impact on both the economy and society. As such, this book will be of great interest to students and scholars working in the fields of Chinese studies, Asian studies, business, economics, strategic public management and comparative studies in capitalism and socialism.

State Management written by Jan-Erik Lane and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009-05-15 with Political Science categories.

State Management offers a comprehensive yet concise introduction to the new field of state management, presenting an analysis of basic questions within the theories of bureaucracy, policy-making, principal-agent modelling and policy networks. Focussing upon recent state transformation, it illuminates public sector reform strategies such as New Public Management as well as incorporation, tendering and bidding, decentralization, team production and privatization. This book argues that we should look upon the variety of models or approaches to public management or public administration as all belonging under "state management". The so-called "working state" in a well-ordered society involves government delivering services, paying for social security and respecting the rule of law. In this text, Jan-Erik Lane systematically examines the key approaches to the study of how government attempts to achieve these goals, discussing the pros and cons of alternative frameworks of analysis. Each chapter discusses a different issue within state management that is integral to the broader debate, including: Public regulation The relationship between the law and the state Combining ecology and policy making Multi-level governance The virtues and vices of public-private partnerships Policy implementation Presenting a clear overview of how the state operates when government sets out to deliver public services, and generating questions to encourage new research, State Management is a valuable new text for both undergraduate and postgraduate courses in political science, public administration and public management.
