From Henry Mayhew's classic study of Victorian slums to Studs Terkel's presentations of ordinary people in modern America, oral history has been used to call attention to social conditions. By analyzing the nature and circumstances of the production of such histories of delinquency, James Bennett argues that oral history is a rhetorical device, consciously chosen as such, and is to be understood in terms of its persuasive powers and aims. Bennett shows how oral or life histories of juvenile delinquents have been crucial in communicating the human traits of offenders within their social context, to attract interest in resources for programs to prevent delinquency. Delinquency evaluates one of the largest longitudinal-observational studies of juvenile delinquents ever conducted. Utilizing a normal population sample and conducting individual interviews repeatedly over many years, the author and his colleagues followed the development of 400 British working-class boys from age eight to twenty-five, of whom one-third eventually had criminal records. Five factors were found to predict most delinquent behavior, the most powerful statistically being the presence of a criminal parent. By measuring the accumulated pressure of these factors, D. J. West demonstrates the extent to which delinquency can be predicted from classroom observations or social background at an early age. He outlines policy guidelines that would tailor intervention to a youth's age and circumstances, and he argues persuasively that positive change in the parents' situation usually produces good effects on the children.

Delinquency in a Birth Cohort, published in 1972, was the first criminologi cal birth cohort study in the United States. Nils Christie, in Unge norske lovorertredere, had done the first such study as his dissertation at the University of Oslo in 1960. Professor Thorsten Sellin was the inspiration for the U.S. study. He could read Norwegian, and I could a little because I studied at the University of Oslo in my graduate years. Our interest in pursuing a birth cohort study in the United States was fostered by the encouragement of Saleem Shah who awarded us a grant from the National Institute of Mental Health to begin our birth cohort studies at the University of Pennsylvania by investigating the delinquency of the 1945 cohort. We studied this group of 9,945 boys extensively through official criminal history and school records of their juvenile years. Subsequently, we followed up the cohort as adults using both adult arrest histories and an interview of a sample of the cohort. Our follow-up study was published as From Boy to Man, From Delinquen cy to Crime in 1987.
