The Canadian Labour Force Survey (LFS) is a monthly survey of over 52,000 households. It undergoes a redesign every ten years. This paper describes the latest design, with particular attention to the impact that changes in technology have had on the new survey. The current redesign effort has four major aspects: the switch from paper and pencil interviewing to computer assisted interviewing (CAI), the sample redesign, the development of a new questionnaire, and the introduction of new computer systems. In addition, a change to the standard estimation method is being studied. The new sample design is described in the next section. The third section discusses the relationship between some of the new features of the LFS and technological change.

The Canadian Labour Force Survey (LFS) uses a rotating panel design in which each sample dwelling remains in the sample for six consecutive months before being replaced by a new sample dwelling; thus one sixth of the sample is replaced each month. The question that we consider here is whether the LFS experiences month-in-sample bias, i.e., whether the estimate of a characteristic based on the panel of dwellings which are in the sample for the k-th month differs significantly from the overall estimate. We also investigate whether the effect, if it exists, is consistent over regions of the country. Two approaches are considered: a modelling approach based on state space modelling of the time series of panel estimates, and the use of indices based on a comparison of panel estimates over the six month lifetime of a panel in the sample. We describe the methodology used and give a summary of the results for the two characteristics "unemployment rate" and "employment rate".

The cost-variance optimization of the design of the Canadian Labour Force Survey is carried out in two steps. First, the sample designs are optimized for each of the two major area types, the self-representing (SR) and the non-self-representing (NSR) areas. Cost models are developed and parameters estimated from a detailed field study and by simulation, while variances are estimated using data from the Census of Population. The scope of the optimization includes the allocation of sample to the two stages in the SR design, and the consideration of two alternatives to the old design in NSR areas. The second stage of optimization is the allocation of sample to SR and NSR areas.

The Canadian Labour Force Survey (LFS) uses a sampling design based on six rotation groups. In any given month, one of the six groups is rotated out (called the death rotation) and replaced with a group consisting of new sample (called the birth rotation). Typically, a rotation group is defined in terms of geographically grouped households called clusters. From time to time, instability in estimates of change from one month to the next in employment and unemployment have been observed. These have been attributed to instability in estimates arising from the birth and death rotations (or clusters), and have put into question the current rotation-by-cluster design used by the LFS. An alternative design has been proposed, whereby rotation groups would be defined across clusters, in the hopes of spreading any instability at the cluster level across rotation groups. Ths paper describes the rotation-by-dwelling design and presents the results of a simulation using LFS data for two sets of consecutive months: June and July of 1996, and December 1995 and January 1996. Estimates of month-to-month change as well as measures of relative contributions coming from each rotation group are given under both methods, at both the province and Canada levels. Finally, some comments on the GREG versus composite estimator are given.
