REDD+ represents countries' efforts to reduce emissions from deforestation and forest degradation, and foster conservation, the sustainable management of forests, and the enhancement of forest carbon stocks. The basic idea is that more carbon can be sequestrated and stocked in tropical forests by improving their conservation, management, and sustainable use, thus contributing to mitigating climate change. The developing countries and relevant stakeholders concerned will be financially compensated for these endeavors, either through public funds or private carbon markets. Given this context, this book will address the need to assess the political and socio-economic dimensions of the performance of REDD+, which is relevant to policy-makers, practitioners, and scholars. This implies taking into account the various levels (from global to local) and dimensions (e.g., results-based payments, MRV, co-benefits, and community engagement), as well as divergent (disciplinary) connotations, of performance. We, therefore, pose the following question: What does performance mean? In answering this question, we provide examples of assessments of performance. We present 9 cases of how REDD has performed on local, national and international scales, and reflect on the representativeness of these examples and their limitations when looking at the current range of REDD initiatives, along with what is missing in terms of evaluating the performance of REDD+. We conclude by establishing why performance assessment remains so relevant today.

Key messages This Infobrief examines and discusses REDD+ achievements and challenges in Brazil for the period 2015–2019, reflecting the opinions of relevant actors within the REDD+ policy domain in the country. Over time, REDD+ initiatives have promoted changes in Brazilian political articulation, funding possibilities and mobilization of civil society, and brought more visibility to the importance of combating deforestation and forest degradation within the country. In terms of practical implementation, the national REDD+ framework is still quite limited. Further development of the national REDD+ strategy is a considerable challenge for Brazil, as it is becoming clearer that the current national political rhetoric does not consider fighting and controlling deforestation and climate change as government priorities. Several major challenges exist because weak forest resource governance, poor enforcement of the environmental legislation, social inequalities, land use conflicts, and lack of political commitment remain in the country’s profile. However, international pressure on Brazil to stop deforestation might provide an opportunity for those actors who until now had little presence in the REDD+ political arena.

This book analyses and develops overarching concepts for forest policy and forest governance and includes a detailed investigation into the historical discussion on forests. It examines opportunities and limits for negative emissions in a sector that – like peatlands – appears significantly less ambivalent compared to highly technical large-scale forms of climate geoengineering. The analysis shows that the binding climate and biodiversity targets under international law are much more ambitious than most people assume. Measured against that, the volume critically reviews the potentials of afforestation and reforestation for climate mitigation, which is often presented as the new saviour to fulfil the commitments of the Paris Agreement and to reach climate neutrality in the future. It becomes clear that ultimately only biodiverse and thus resilient forests can function as a carbon sink in the long term. The volume shows that the existing European and international forest governance approaches fail to comply with these targets and insights. Furthermore, the book develops a bundle of policy measures. Quantity governance systems for livestock farming, fossil fuels and similar drivers of deforestations represent the most important approach. They are most effective when not directly targeting forests due to their heterogeneity but central damaging factors. With regard to the dominant regulatory and subsidy-based governance for forests we show that it remains necessary to supplement these quantity governance systems with certain easily graspable and thus controllable regulatory and subsidy regulations such as a regulatory protection of old-growth forests with almost no exceptions; extension of the livestock-to-land-ratio established in organic farming to all farming; far-reaching restriction of bioenergy use to certain residues flanked by import bans; and a national and international complete conversion of all agricultural and forest subsidies to “public money for public services” to promote nature conservation and afforestation in addition to the quantity control systems.

Reducing emissions from deforestation and forest degradation, and enhancing forest carbon stocks in developing countries (REDD+) has emerged as a promising climate change mitigation mechanism in tropical forest countries. This paper examines the national political context in 13 REDD+ countries in order to identify the enabling conditions for achieving progress in the implementation of countries REDD+ policies and measures. The analysis builds on a previous qualitative comparative analysis (QCA) of various countries progress with REDD+, conducted in 12 REDD+ countries in 2012. A follow-up survey in 2014 was considered timely because the REDD+ policy arena, at international and country levels, is highly dynamic and undergoes constant evolution, which affects progress with REDD+ policy making and implementation. In this paper, we examine whether the promise of performance-based funds has played a role in enabling the establishment of REDD+. The results show a set of enabling conditions and characteristics of the policy process under which REDD+ policies can be established. Two key findings of our analysis, the importance of already initiated policy change and the relevance of available performance-based funding in combination with strong national ownership of the REDD+ process, may help guide other countries seeking to formulate REDD+ policies that are likely to deliver efficient, effective and equitable outcomes.

A critical assessment of whether transparency is a broadly transformative force in global environmental governance or plays a more limited role. Transparency—openness, secured through greater availability of information—is increasingly seen as part of the solution to a complex array of economic, political, and ethical problems in an interconnected world. The “transparency turn” in global environmental governance in particular is seen in a range of international agreements, voluntary disclosure initiatives, and public-private partnerships. This is the first book to investigate whether transparency in global environmental governance is in fact a broadly transformative force or plays a more limited, instrumental role. After three conceptual, context-setting chapters, the book examines ten specific and diverse instances of “governance by disclosure.” These include state-led mandatory disclosure initiatives that rely on such tools as prior informed consent and monitoring, measuring, reporting and verification; and private (or private-public), largely voluntary efforts that include such corporate transparency initiatives as the Carbon Disclosure Project and such certification schemes as the Forest Stewardship Council. The cases, which focus on issue areas including climate change, biodiversity, biotechnology, natural resource exploitation, and chemicals, demonstrate that although transparency is ubiquitous, its effects are limited and often specific to particular contexts. The book explores in what circumstances transparency can offer the possibility of a new emancipatory politics in global environmental governance.
