Violence and policing are inevitably associated. Criminals use violence not only against innocent members of the public, but also against the police themselves. For our own protection and theirs, we have given police a licence to use force, sometimes with lethal consequences. But the exercise of this licence is fraught with risk to the community. The disturbing record of police shootings in Victoria, and irresponsible police violence elsewhere in recent years, vividly illustrate this risk. The public outcry against such events is understandable. To find a solution, we need to analyse the contexts and the cultural background of the use of police violence, and to think hard about its causes and proper limits. In Violence and Police Culture, eminent contributors offer valuable insights and experience to the growing debate. While Australian in origin and emphasis, the book addresses a public issue that resonates as far afield as London, New York, Tokyo and Belfast. Violence and Police Culture argues that there are features of police culture which foster abuse of the right to use violence. Articles in this volume discuss efforts by the police to reduce violence in society and the problem of the use of violence by and against the police. The introductory article notes that when police attempt to stop violence, they must often be violent themselves. One paper demonstrates the personal and institutional consequences of the moral dilemmas involved in police work; when police use 'dirty' means to achieve good ends they may lose their sense of moral proportion. Empirical evidence of violence against police is presented. For example, the first systematic analysis of the circumstances surrounding police killings is discussed, and the myth that many officers are killed in family fights is deflated. The practice of arming off-duty police officers is criticized by another contributor as harmful to both police officers and citizens. Ways in which police behavior might be changed to reduce injuries to citizens are suggested in two papers which show how prior decisions can constrain the options an officer has by the time a confrontation develops. Also discussed are police shootings at minorities in Los Angeles. Many contributors point to the need for more research, especially concerning violence against the police. Scarcity of basic data accounts for lack of practical solutions to the problems of violence and police. Footnotes, case studies, and statistical data are included.

When police brutality becomes front-page news, it triggers a sudden, intense interaction between the media, the public, and the police. Regina Lawrence ably demonstrates how these news events provide the raw materials for looking at underlying problems in American society. Journalists, policy makers, and the public use such stories to define a problematic situation, and this process of problem definition gives the media a crucial role in our public policy debates. Lawrence extensively analyzes more than 500 incidents of police use-of-force covered by the New York Times and the Los Angeles Times from 1985 to 1994, with additional analysis of more recent incidents such as as the shooting of Amadou Diallo in New York. The incidents include but are not limited to those defined as "police brutality." Lawrence reveals the structural and cultural forces that both shape the news and allow police to define most use-of-force incidents, which occur in far greater numbers than are reported, she says. Lawrence explores the dilemma of obtaining critical media perspectives on policing policies.
