The quotation above is one of the best to illustrate the nature of this institution. But, what actually is civil service? Writing about the Polish central administration in the 20th century, one cannot omit mentioning the beginning, the birth of administration in Europe, theoretical approaches, and finally the answer to the above question. I decided to close all that in the 2nd chapter: Theory for to solve any doubts and for a better understanding of the rest. The first chapter about Poland presents the establishing of public administration and civil service in the 20`s and the 30′s, after over a century of non-existence. It introduces Polish projects of re-forming the administration, consequence of a military coup d′état and an authoritarian regime. The next chapter is about the destruction of all administrative achievements of the 2nd Polish Republic, politicisation and dissolvation of the civil service during the communist regime after the World War 1939-45 and positive changes in the 80′s that were the result of a critical situation of the Polish People′s Republic. Then the 90′s, the end of the non-democratic regime, new reality, the idea and the need to re-create the civil service, project, the creation and the role of the KSAP (National School of Public Administration) are being shown. The 6th chapter concerns the enacting of the first Civil Service Law and the next - wide, open critique of it, in addition the questions of civil service and the new constitution.. In the 8th chapter the focus is on the discussion that appeared in 1998, when already a new project of the law was being worked out, and generally regarded the existence of the civil service. Subsequently, the next part pre-sents the 1998 Civil Service Law, most important differences and innovations and again the doubts connected to it. The last, but particularly important chapter of my work in-troduces ethical aspects not only of the civil service but of the public administration as a whole. The main reason is the very "young age" of the civil service corps in Poland and the similarity of the problems bothering them, civil service is after all a part of the pub-lic administration. Being discussed are the problems of corruption, misbehaviour, inef-ficiency and at the very end the need for a Code of Ethics for the civil service.

Since 2015, Poland's populist Law and Justice Party (PiS) has been dismantling the major checks and balances of the Polish state and subordinating the courts, the civil service, and the media to the will of the executive. Political rights have been radically restricted, and the Party has captured the entire state apparatus. The speed and depth of these antidemocratic movements took many observers by surprise: until now, Poland was widely regarded as an example of a successful transitional democracy. Poland's anti-constitutional breakdown poses three questions that this book sets out to answer: What, exactly, has happened since 2015? Why did it happen? And what are the prospects for a return to liberal democracy? These answers are formulated against a backdrop of current worldwide trends towards populism, authoritarianism, and what is sometimes called 'illiberal democracy'. As this book argues, the Polish variant of 'illiberal democracy' is an oxymoron. By undermining the separation of powers, the PiS concentrates all power in its own hands, rendering any democratic accountability illusory. There is, however, no inevitability in these anti-democratic trends: this book considers a number of possible remedies and sources of hope, including intervention by the European Union.

This volume compares and analyses the national civil services and the most important reform trends in the 27 Member States of the European Union. The authors first examine the reform processes concerning civil servants' legal status, organisational changes, recruitment policies, remuneration, decentralisation of human resource responsibilities, job security and ethics. Annotation Competency Management is increasingly being adopted as an approach to HRM in both the private and public sectors. This book will be of interest to both practitioners and academics as it seeks to inform the reader about the practice of competency management in European public services. It throws light on the origins and meanings of the concept and traces the competency movement from the 1980s in the UK and USA. It links competency management to performance management and HRM and demonstrates how a competency approach can add value to all parts of an organisation. The nine country studies provide a rich insight into the practices found across the public sectors of Europe. At one end of the spectrum is Britain with its holistic approach to competency management in the Senior Civil Service and widespread use throughout the rest of the service. Belgium, the Netherlands and Finland provide further examples of recent developments and good practice. In France and Germany, however, competency management has only just appeared on the reform agenda and the reasons for this are identified. Micro studies in Italy and Sweden provide an insight into the problems that arise when the perceptions of reformers diverge from those of managers and managed, while the study of Poland shows the problems faced by countries in transition which lack an appropriate educational sub-structure for public management and HRM.

In much social scientific literature, Polish civil society has been portrayed as weak and passive. This volume offers a much-needed corrective, challenging this characterization on both theoretical and empirical grounds and suggesting new ways of conceptualizing civil society to better account for events on the ground as well as global trends such as neoliberalism, migration, and the renewal of nationalist ideologies. Focusing on forms of collective action that researchers have tended to overlook, the studies gathered here show how public discourse legitimizes certain claims and political actions as “true” civil society, while others are too often dismissed. Taken together, they critique a model of civil society that is ‘made from above’.
