It compares foreign aid with theory of neocolonialism. What does development aid have to do with the theory of neocolonialism? Is international aid a mean to conduct neocolonialism? Should international aid be called aid? Chapter 1 is introductory and describes multiple theories related to colonialism and neocolonialism, such as eurocentrism, orientalism, imperialism, globalisation post-colonialism and others. Chapter 2 presents a great array of speeches, interviews and other documents from recent years which raise the topic of international aid. Chapter 3 consists of 2 parts. Part one focuses of the concept of international aid. The second part explains what political discourse has to do with neocolonialism. It examines the words of politician in the light of neocolonial theories. It investigates if international aid is really an aid. At the end conclusions are drawn. The analysis of multiple speeches interviews and documents showed that there is a great amount of similarities in those to 2 concepts. Indeed, international aid might be a way to conduct neocolonialism.

Focusing on the European Union (EU) as an external actor in Mali, this study investigates the relationship between the EU's political discourse and aid policy in this country. I looked at the amount of European humanitarian and military aid sent to Mali between 2010 and 2014. I also looked at the framings of Mali in the European Parliament's (EP) debates within the same time frame. In this way, this study investigates whether there is a connection between the framings of Mali in the EP debates and the types and amount of European aid sent to Mali. Frame analysis is used as a method to examine the speeches in the EP debates. The changes in aid and the analysis of the speeches show us a connection between the framings of Mali in the EP and the EU's aid policy in Mali.

Across the world the Western dominated international aid system is being challenged. The rise of right-wing populism, de-globalisation, the advance of illiberal democracy and the emergence of non-Western donors onto the international stage are cutting right to the heart of the entrenched neoliberal aid paradigm. Foreign Aid in the Age of Populism explores the impact of these challenges on development aid, arguing that there is a need to bring politics back into development aid; not just the politics of economics, but power relations internally in aid organisations, in recipient nations, and between donor and recipient. In particular, the book examines how aid agencies are using Political Economy Analysis (PEA) to inform their decision making and to push aid projects through, whilst failing to engage meaningfully with wider politics. The book provides an in-depth critical analysis of the Washington Consensus model of political economy analysis, contrasting it with the emerging Beijing Consensus, and suggesting that PEA has to be recast in order to accommodate new and emerging paradigms. A range of alternative theoretical frameworks are suggested, demonstrating how PEA could be used to provide a deeper and richer understanding of development aid interventions, and their impact and effectiveness. George Bush’s 1988 campaign pledge, "Read my lips: no new taxes," has become a mantra for those who distrust politicians and bureaucrats. The gulf between what political leaders say and do seems to be widening, and in democratic societies around the world, contributing to an atmosphere of cynicism and apathy among the citizenry. Understanding the characteristics and functions of speech in policy processes is a requirement for trying to overcome this problem; indeed, politicians and bureaucrats spend a good proportion of their time and resources discoursing, i.e., writing, speaking, and publishing. However, there has been scant analysis of political discourse; the aim of this book is to fill this analytical gap, by exploring political speech from a variety of perspectives, including normative, epistemological, and empirical. Incorporating insights from economics, political science, philosophy, and law, and evidence from the United States, Canada, France, Italy, Turkey, and the EU, the book addresses a wide variety of timely issues, including:. Fiscal discipline in speeches vs budget balance: Is an improvement (deterioration) of the budget balance preceded by a more (less) fiscally disciplined discourse? Revenues and spending forecasted in budget speeches vs realised budget outcomes: Is there a systematic bias? If so, how can we explain it? Electoral pledges vs actual realisations: Do governments follow up on their electoral pledges? Ideological stance in party publications vs spending and revenues of party governments: Do parties of the right and the left speak different languages? How can we validly classify a government as of the left or of the right? Is there a systematic difference between governments of the right and of the left in terms of their policy? Speeches by central bank officers vs monetary policy: Can changes in monetary policy be predicted by official speeches? The political business cycle: How can taking into consideration the speech-action relationship strengthen (or threaten) our knowledge about electoral and partisan cycles in public spending? Other questions explored include: Should policy makers always tell the truth and all the truth? What are the benefits and the costs of transparency? How can we resolve the apparent contradiction between the democratic demand for transparency and the efficiency requirement of secrecy in many policy areas (budget preparation, monetary policy, foreign policy, security, etc.)?
