This comprehensive and instructive study examines the relative success or failure of government policies in preventing and alleviating unemployment. Choosing two contrasting cases—West Germany and the United States—Thomas Janoski probes the causes and consequences of two very different orientations toward labor market policy. In West Germany, labor, employers, and government cooperate in the running of a powerful and effective employment service. In the United States, by contrast, one finds little state involvement, organizational confusion, a long history of poor funding, and legislative resistance to intervention in the labor market. In the author's mind, these inadequate policies have had deleterious consequences for the American labor force. Whereas a skilled and flexible labor force exists in West Germany, Americans are poorly trained and barely assisted in finding jobs and training. To remedy this situation Janoski puts forth bold and useful policy recommendations, including the creation of a new organization to operate in national labor markets, the development of technical training programs in high schools, and the creation of a youth service to prevent teenage crime. An estimated one out of five employees in this country works for some branch of government. Because policies concerning the compensation of these employees rest on assumptions about the economic dynamics of the public sector, the issue of public sector employment is of vital importance in the analysis of the national economy. In Public Sector Payrolls, leading economists explore the independent and interdependent functioning of the public and private sectors and their effect on the economy as a whole. The volume, developed from a 1984 National Bureau of Economic Research conference, focuses on various labor issues in military and other governmental employment. Several contributors discuss compensation in the armed forces and its relationship to that in the private sector, as well as the interaction between the military and the private sector in the employment of youth. This latter is of particular interest because studies of youth employment have generally ignored the important influence of military hiring practices on labor market conditions. Public sector organisations are large employers delivering labour intensive services that are under constant public and media scrutiny. Reforming public services has been high on the political agenda across Europe and internationally for over three decades. Despite this, the impact of neo-liberal economic policies on public service employment relations remains under-researched. In particular, local government employment relations has had little attention devoted to it by scholars. The Politics of Public Sector Reform fills this significant gap. It presents an original empirical study of the changing role of the UK Local Government Employers' Organisation (LGEO) since 1991, conducted within a broader social science framework and embedded in an historical account of the sector since the 1880s. The LGEO, a key actor in the sector negotiating the pay and conditions of nearly 3m public servants, has undergone profound changes over three decades of reform that urgently require documentation and analysis. This important book makes a number of key contributions. Firstly, it fills a significant gap in the field of employment relations research. Secondly, it extends employment relations research by linking it to a broader social science framework. And thirdly, it develops an interdisciplinary approach drawing on political economy, public administration, politics and employment relations. The book argues that an interdisciplinary approach is essential to understanding the politics of public service reform.
