This book explores the potential of the Internet for enabling new and flexible political participation modes. It meticulously illustrates how the Internet is responsible for citizens' participation practices from being general, high-threshold, temporally constricted, and dependent on physical presence to being topic-centered, low-threshold, temporally discontinuous, and independent from physical presence. With its ethnographic focus on Icelandic and German online participation tools Betri Reykjavík and LiquidFriesland, the book offers plentiful advice for citizens, programmers, politicians, and administrations alike on how to get the most out of online participation formats.

Readers seeking to gain a handle on the internet's global expansion will find this book rich in scholarly foundations combined with cutting-edge discussion of emerging ICTs and services and the complex societal contexts in which they are embedded. To explore possibilities to the fullest extent, a sociotechnical systems approach is employed, focusing on the interplay of technical, social, cultural, political, and economic dynamics to explore alternative futures (ones that are not part of the dominant discourse about the internet). These shared perspectives are not well addressed elsewhere in current discussions. Awareness of these dynamics, and the fluidity of the future, is important, as humankind moves forward into the uncertain future. Due to the sociotechnical complexity of the Internet, policymakers, businesspeople, and academics worldwide have struggled to keep abreast of developments. This volume's approach is intended to stimulate dialogue between academics and practitioners on a topic that will affect most aspects of human life in the near-term future.

The Future Of Digital Democracy written by Pierluigi Contucci and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-12-17 with Computers categories.

Digital democracy is a hot topic nowadays, its relevance growing along with the impact of computational platforms on our(political) life. Communication is the basal fabric on which society is defined, and it appears obvious that the civic organisation and politics itself should take the opportunities the "digital revolution" offers. Institutional inertia, nevertheless, causes large delays in updating and adapting. Therefore, the balance between participation and delegated representation is now facing a crisis. A thorough understanding of the factors involved in participation is a first step towards providing solutions. Using the Internet to fill the gap and build a digital democracy provides an opportunity, along with several risks that need to be carefully analysed. It needs to be implemented using a fully inter- and trans-disciplinary perspective. The six contributions included in this State-of-the Art Survey present research in the field of social sciences as well as mathematics and computer science and aim at contributing to a better understanding of the potential and dangers of digital democracy, helping readers go beyond the misunderstandings, the misconceptions, and the conceptual and practical abuses that the very notion of democracy is undergoing during this age of technological revolution and social turmoils.

Multi Winner Voting With Approval Preferences written by Martin Lackner and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2022-11-17 with Computers categories.

From fundamental concepts and results to recent advances in computational social choice, this open access book provides a thorough and in-depth look at multi-winner voting based on approval preferences. The main focus is on axiomatic analysis, algorithmic results and several applications that are relevant in artificial intelligence, computer science and elections of any kind. What is the best way to select a set of candidates for a shortlist, for an executive committee, or for product recommendations? Multi-winner voting is the process of selecting a fixed-size set of candidates based on the preferences expressed by the voters. A wide variety of decision processes in settings ranging from politics (parliamentary elections) to the design of modern computer applications (collaborative filtering, dynamic Q&A platforms, diversity in search results, etc.) share the problem of identifying a representative subset of alternatives. The study of multi-winner voting provides the principled analysis of this task. Approval-based committee voting rules (in short: ABC rules) are multi-winner voting rules particularly suitable for practical use. Their usability is founded on the straightforward form in which the voters can express preferences: voters simply have to differentiate between approved and disapproved candidates. Proposals for ABC rules are numerous, some dating back to the late 19th century while others have been introduced only very recently. This book explains and discusses these rules, highlighting their individual strengths and weaknesses. With the help of this book, the reader will be able to choose a suitable ABC voting rule in a principled fashion, participate in, and be up to date with the ongoing research on this topic.

This book provides insights on skills required to achieve success in smart cities from a variety of industry and human factors perspectives. It emphasizes the balance between learning skills, technical skills, and domain-specific skills in these industries, with special emphasis given to innovative software development models. The authors note that digital transformation requires complementary measures that are not overtly aimed to support infrastructure investment but are instead directed at promoting entrepreneurship, improving digital skills, engaging citizens, applying new transformation strategies, and developing innovative software. All of the above are considered strategically important, especially for medium-sized cities since that enable them to be more competitive in the global economy.

The Future Of Economic Design written by Jean-François Laslier and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2019-11-15 with Business & Economics categories.

This collection of essays represents responses by over eighty scholars to an unusual request: give your high level assessment of the field of economic design, as broadly construed. Where do we come from? Where do we go from here? The book editors invited short, informal reflections expressing deeply felt but hard to demonstrate opinions, unsupported speculation, and controversial views of a kind one might not normally risk submitting for review. The contributors – both senior researchers who have shaped the field and promising, younger researchers – responded with a diverse collection of provocative pieces, including: retrospective assessments or surveys of the field; opinion papers; reflections on critical points for the development of the discipline; proposals for the immediate future; "science fiction"; and many more. The readers should have fun reading these unusual pieces – as much as the contributors enjoyed writing them.
