Familie und Erwerbstätigkeit miteinander zu vereinbaren, ist für Mütter in Deutschland noch immer schwierig. Dies zeigt sich insbesondere beim Wiedereinstieg in den Arbeitsmarkt. Dieser variiert zum einen sehr stark mit dem Bildungsniveau, zum anderen spielen gesetzliche Regelungen zu Erziehungszeiten eine entscheidende Rolle. Zudem unterbrechen Frauen in Westdeutschland ihre Erwerbstätigkeit länger als Frauen in Ostdeutschland - auch 20 Jahre nach der Wiedervereinigung. Dies scheint indes weniger der unterschiedlichen Sozialisation geschuldet als unterschiedlichen institutionellen Regelungen. Schließlich hängt der Wiedereinstieg von Müttern nach einer familienbedingten Erwerbsunterbrechung auch von den Charakteristika der angebotenen Stellen ab. Hier zeigt sich: Neben der Entlohnung spielen auch nicht-monetäre Eigenschaften der Arbeitsstelle eine wichtige Rolle - insbesondere solche, die Einfluss auf das individuelle Zeitbudget haben.

One of the fundamental challenges facing modern welfare states is the question of work-family reconciliation. An increasing share of mothers work, but many European welfare states do not adequately support the dual-earner model, especially in southern Europe. After 2005, German policy-makers transformed the nature of Germany’s family policy regime through a number of legislative measures, whilst Italy, a country with many similarities, witnessed little change. Using a multi-methods approach, this book addresses the puzzle of why Germany was able to implement far-reaching reforms in this policy area after a long impasse and Italy was not. As such, it delivers a broad, systematic account of these reforms and sheds light on why similar reforms were not also adopted in other similar welfare states at the same time. More generally, it contributes to understanding the determinants of welfare policy change in modern European welfare states. This title was first published in 2001. Increasingly, young women throughout Europe educate themselves for a life-long labour market career. So, where does birth fit into a young woman's curriculum vitae? This book takes a welfare state comparative perspective on this issue, analyzing relevant macro policies from four countries whose political views on the combination of work and family differ, namely Germany, Britain, the Netherlands and Sweden. The effects of these macro policies on the micro economic labour market and fertility behaviour are also examined using household panel data from each country. For this purpose, all available information from the four countries has been organized into fertility and work histories on a month-to-month basis around the date of giving birth. Within the welfare state comparative framework, hypotheses on women's labour market transitions in connection with childbirth, women's share in joint family earnings around the birth of the first and the second child, the timing of having a first and subsequent child are derived from economic theory on human capital and labour supply.
