Papua New Guinea (PNG) has an estimated population of 7 million people, which accounts for well over half of the 10 million total persons living in the 22 Pacific Island states. PNG is a diverse country with 85% living in rural areas, and more than 700 languages (NSO, 2011 and World Bank, 2012). While PNG has enjoyed recent economic progress and has bright prospects for future revenue growth, growth has not been inclusive or broad based. The country still ranks a very low 153 out of 187 on the Human Development Index. According to the World Health Organization, PNG has the lowest health status in the Pacific region. Among the leading causes of mortality are HIV/AIDS, tuberculosis (TB), pneumonia, and malaria. TB and pneumonia have high prevalence rates and are often associated with HIV infection. National TB/HIV co-infection rates are very high at 9%, and TB/HIV co-infection even higher in Port Moresby at 23%. PNG has the highest prevalence of HIV/AIDS among the Pacific Island Nations (UNAIDS, 2011). Ninety-five percent of HIV cases reported in the Pacific between 1987 and 2008 were Papua New Guineans (Coghlan et al, 2011). The Government of PNG (GoPNG) estimates that there are 34,000 people living with HIV in the country (31,000 adults and 3,100 children) (NACS/NDOH/UNAIDS, 2011). The first HIV case was reported in 1987 and reported cases have increased steadily since that time. HIV transmission is primarily heterosexual; important contextual factors include high rates of sexually transmitted infections (STI) with limited availability of effective treatment, early sexual debut, multiple and concurrent sexual partners including polygamy, sexual violence and rape, transactional sex, low and inconsistent condom use, increased mobility especially of men for work, and use of marijuana and alcohol. Illicit drug injection has been documented but is still thought to be very rare in PNG (NRI, 2010). While much is still unknown about the current and future status of the HIV epidemic in PNG, there is sufficient data to conclude that the epidemic has extended beyond urban and peri-urban areas to rural areas. Though HIV has been reported in all 22 provinces, the epidemic appears to show a geographical focus in the five Highlands provinces, home to 40% of nation's population but reporting 60% of the total number of HIV cases in 2010 (NDOH, 2011). Further, it is believed that the epidemic is concentrated in locations with a convergence of risk behaviors such as urban centers, along key transport routes (e.g. Highlands Highway), mining areas such as Liquified Natural Gas (LNG) sites, and other rural economic enclaves (IRG, 2011). While national HIV prevalence for adults is estimated at nearly one percent, HIV infection rates are much higher among most-at-risk populations (MARPs) compared to the general population. A 2010 integrated bio-behavioral survey conducted in the capital city of Port Moresby showed that female sex workers (FSWs) had a prevalence of 19%. For males who have sex with males (MSM) HIV prevalence was 14.1% and for transgender women HIV prevalence was 23.7% (IMR, 2010).

State-owned enterprises (SOEs) play a significant role in the economy of Papua New Guinea (PNG), as they do in other Pacific countries. They provide a range of essential services, most notably power, water, telecommunications, and transport that are vital to commerce and to the livelihoods of all communities. The performance of the SOEs therefore has an important impact on PNG's ability to achieve inclusive economic growth. This study benchmarks the performance of PNG's SOEs with those of Fiji, the Marshall Islands, Samoa, Solomon Islands, and Tonga; assesses the key drivers of this performance; and identifies successful reform strategies that can guide future policy action. Particular attention is given to the legal, regulatory, governance, and monitoring frameworks of each country, given their known impact on the performance of the SOEs.

Papua New Guinea is poised for change, as the country’s mineral riches are providing a major opportunity for economic development through the exploitation of natural resources. The government’s five-year strategic plan focuses on key development enablers such as free education, improvements to health services, the strengthening of law and order, rural development projects and infrastructure construction. Inward investment has increasingly been driven by the extractive sector, including oil and gas, whose share of the country’s total investment stock rose from 71% to 87% between 2004 and 2012. Statistics from the Investment Promotion Authority reveal that the largest share of new foreign direct investment in 2013, some 24.6%, targeted the construction sector, outpacing that in financial services, manufacturing and mining, which accounted for 19.8%, 18.1% and 10.9%, respectively. While minerals and hydrocarbons dominate exports, around 85% of the country’s population is employed in the agriculture sector. The start of liquefied natural gas exports in 2014 is expected to return the current account to a surplus in 2015, forecast as high as 12.1% of GDP before returning to 9.1% the following year. While the outlook for state revenues remains strong in the medium term, ensuring the sustainability of further spending increases will be key to preserving macroeconomic stability.

Papua New Guinea is going through a crisis: A concentration on conventional approaches to development, including an unsustainable reliance on mining, forestry, and foreign aid, has contributed to the country’s slow decline since independence in 1975. Sustainable Communities, Sustainable Development attempts to address problems and gaps in the literature on development and develop a new qualitative conception of community sustainability informed by substantial and innovative research in Papua New Guinea. In this context, sustainability is conceived in terms that include not just practices tied to economic development. It also informs questions of wellbeing and social integration, community-building, social support, and infrastructure renewal. In short, the concern with sustainability here entails undertaking an analysis of how communities are sustained through time, how they cohere and change, rather than being constrained within discourses and models of development. From another angle, this project presents an account of community sustainability detached from instrumental concerns with economic development. Contributors address questions such as: What are the stories and histories through which people respond to their nation’s development? What is the everyday social environment of groups living in highly diverse areas (migrant settlements, urban villages, remote communities)? They seek to contribute to a creative and dynamic grass-roots response to the demands of everyday life and local-global pressures. While the overdeveloped world faces an intersecting crisis created by global climate change and financial instability, Papua New Guinea, with all its difficulties, still has the basis for responding to this manifold predicament. Its secret lies in what has been seen as its weakness: underdeveloped economies and communities, where people still maintain sustainable relations to each other and the natural world.
