These assaults strike at the heart of human identity and endeavour.Signed in 1935, the Roerich Pact paved the way for landmark international legal instruments devoted to the protection of cultural property, both in peacetime and during war – including the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Confl ict and its two (1954 and 1999) Protocols. The UNESCO World Heritage Convention, adopted in 1972, builds on the spirit on the Pact. International criminal law has also made big strides in protecting cultural property. Under the Rome Statute of the International Criminal Court, intentionally directing attacks against buildings dedicated to education, art and science, as well as historic monuments, is a war crime in both international and in non-international armed confl ict.This exhibition pays tribute to the ground-breaking Roerich Pact and bears witness to our determination to take its spirit forward.

As a boy in Russia, Nicholas Roerich was captivated by a traveler's stories about Rigden Djapo, ruler of the mystical Himalayan kingdom of Shamballa. Nikolai Roerich was born on October 9th, 1874 in Saint-Petersburg. After studying law and attending the Academy of Art, Roerich developed a passionate interest in archaeology, his contribution to which was acknowledged when he became a lecturer at the Russian Archaeological Society in 1900. His extensive travels in Europe, Russia, Asia, and especially India were a source of inspiration wholly original and unique. The prolific creator of over 7000 paintings, Roerich belonged to the great creative art movement which took place in Russia before the Bolshevik revolution. Besides his enormous artistic talent, Roerich was the author of the Pact which bears his name and which was designed to protect the cultural heritage in time of war. After living a very full life, he died in the Kulu valley in India in 1947. Recognized in 1923, there is a museum in New York devoted to him. He wrote numerous books and collections of poetry, and contributed to artistic and archaeological journals. Roerich, with his huge and versatile talent, is one of the most interesting creative minds of the early 20th century. Some fine examples of his art are to be found in ""La Balance"" and ""Loukomori"" in the 1905 work of M. Maeterlinck, in stage sets for Rimsky Korsakov's Snegurochka, Paris 1909, and in sets and costumes for Stravinsky's Rite of Spring, 1910-1921.

The International Centre-Museum named after Nicholas Roerich (ICR) with a status of a public cultural enlightening centre was founded by the initiative of Svetoslav, the younger son of Helena and Nicholas Roerich. In 1990, Svetoslav Roerich transferred the invaluable heritage of his parents from India to Russia on the condition that a public Museum was to be established in Moscow. The management of the future Museum was entrusted to his good friend Lyudmila Shaposhnikova – a writer and specialist in Indian culture, who was appointed by Svetoslav as his trustee. Due to Shaposhnikova’s efforts and with support from the famous diplomat Yuli Vorontsov and sponsor Boris Bulochnik, Svetoslav’s will was fulfilled. The public Museum in Moscow became the second museum in the world founded by a member of the great family, the first one founded by Nicholas and Helena Roerich in New York.

For much of history, the rules of war decreed that "to the victor go the spoils." The winners in warfare routinely seized for themselves the artistic and cultural treasures of the defeated; plunder constituted a marker of triumph. By the twentieth century, international norms declared the opposite, that cultural monuments should be shielded from destruction or seizure. Prohibiting Plunder traces and explains the emergence of international rules against wartime looting of cultural treasures, and explores how anti-plunder norms have developed over the past 200 years. The book covers highly topical events including the looting of thousands of antiquities from the Iraqi National Museum in Baghdad, and the return of "Holocaust Art" by prominent museums, including the highly publicized return of five Klimt paintings from the Austrian Gallery to a Holocaust survivor. The historical narrative includes first-hand reports, official documents, and archival records. Equally important, the book uncovers the debates and negotiations that produced increasingly clear and well-defined anti-plunder norms. The historical accounts in Prohibiting Plunder serve as confirming examples of an important dynamic of international norm change. Rules evolve in cycles; in each cycle, specific actions trigger arguments about the meaning and application of rules, and those arguments in turn modify the rules. International norms evolve through a succession of such cycles, each one drawing on previous developments and each one reshaping the normative context for subsequent actions and disputes. Prohibiting Plunder shows how historical episodes interlinked to produce modern, treaty-based rules against wartime plunder of cultural treasures.
