The second edition of this Handbook is most timely, given the often-fundamental welfare state transformations against the background of the financial and economic crises, transforming social policy ideas, as well as political shifts in a number of European countries. The book sets out to analyse these new developments when it comes to social policy. In the first part, all country chapters provide systematic and comparable information on the foundations of the different national welfare systems and their characteristics. In the second part, using a joint conceptual foundation, they focus on policy changes (especially of the last two decades) in different social policy areas, including old-age, labour market, family, healthcare, and social assistance policies. How has New Public Management influenced social policy reform in different developed welfare states? New managerialism is conceptualized as a paradigm, which not only shapes the decision-making process in bureaucratic organizations but also affects the practice of individuals (citizens). Public administrations have been expected to transform from traditional bureaucratic organizations into modern managerial service providers by adopting a business model that requires the efficient and effective use of resources. The introduction of managerial practices, controlling and accounting systems, management by objectives, computerization, service orientation, increased outsourcing, competitive structures and decentralized responsibility are typical of efforts to increase efficiency. These developments have been accompanied by the abolition of civil service systems and fewer secure jobs in public administrations. This book provides a sociological understanding of how public administrations deal with this transformation, how people’s role as public servants is affected, and what kind of strategies emerge either to meet these new organizational requirements or to circumvent them. It shows how hybrid arrangements of public services are created between the public and the private sphere that lead to conflicts of interest between private strategies and public tasks as well as to increasingly homogeneous social welfare provision across Europe.

This book introduces a unique, new dataset on welfare state reforms in the UK, Denmark, Finland, France and Germany from 1974 to 2014. Using a variety of welfare state types in Europe, the authors have systematically investigated core questions that have preoccupied the welfare state literature at least since the 1990s. These include the extent of path dependency in mature welfare states, the usage of so-called invisible policy instruments for hiding cutbacks, and the role of partisanship - on whether the ideological color of the incumbent affects policy - which have been analysed in depth by examining the new dataset presented in this book.
