The Common Security and Defence Policy (CSDP) has come a long way since its inception as the European Security and Defence Identity under NATO. Yet more than a decade after emerging as an autonomous entity, with its own capacity for civilian crisis management and military action, the European Union's CSDP is still very much a work in progress. This fully revised and updated new edition provides the most comprehensive account available of the CSDP and the debates surrounding it. Written by a leading authority in the field, the second edition draws on the author's own extensive research in the area, including hundreds of interviews with key actors, and takes account of developments since the reforms of the Lisbon Treaty. A brand new chapter assesses international relations theory and European integration theory as tools to understand the CSDP, and critically engages with theoretical approaches that view security and defence policy as the exclusive domain of sovereign nation-states. The book concludes with an analysis of future hurdles for the European Union as it responds to new and often unpredictable crises across the globe.

Years of uncoordinated cuts in defense spending and rapidly evolving global trends have eroded the EU's role as a security actor in a multipolar world. In the face of numerous emergencies in the EU's strategic neighborhood and ever-present security threats, this CEPS Task Force report aims to provide member states and those at the helm of the EU institutions with the narrative to strengthen defense cooperation in the EU. The Treaty of Lisbon demands and permits a great deal more in terms of our common security and defense activities. And member states could achieve much more value for the 190 billion that they spend to maintain 28 national armies made up of roughly 1.5 million service personnel. This task force report is a record of the deliberations over several months between high-level experts in the field of European security and defense. The report proposes an array of policy actions for further cooperation and integration as the natural steps to join the dots in the defense debate: strategic, institutional, capabilities, and resources. Ultimately, in the view of the task force members, defense integration should amount to a European Defence Union.

What is the European Union¿s security and defense policy (CSDP)? How does it work? Does it make a difference in international security affairs? How do other global actors react to Europe¿s new assertiveness? And how do theories of international relations account for the trajectory of EU integration in the high politics of national security? In this comprehensive survey and analysis, Michael Merlingen brings together the key issues, themes, and debates related to the CSDP. Merlingen explores the construction and inner workings of EU security policy, as well as its impact both regionally and globally. He also looks carefully at relationships between the EU and other world powers. Taking stock of the CSDP¿its successes and failures, accomplishments and limitations¿he highlights the challenges and opportunities that await the EU as it continues to reinforce its position as an important security actor on the world stage.

The Eu S Common Security And Defence Policy written by Giovanni Faleg and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-11-01 with Political Science categories.

This book accounts for transformations in the EU’s Common Security and Defence Policy (CSDP)during fifteen years of operations (2001-2016), and argues that the EU evolved into a softer and more civilian security provider, rather than a military one. This learning process was driven by transnational communities of experts and practitioners, which acted as engines of change. Giovanni Faleg analyses two innovative concepts introduced in the EU security discourse since the late 1990s: security sector reform (SSR) and civilian crisis management (CCM). Both stem from a new understanding of security, involving the development of non-military approaches and a comprehensive approach to crisis management. However, the implementation of the two policy frameworks by the EU led to very different outcomes. The book explains this variation by exploring the pathways by which ideas turn into policies, and by comparing the transformational power of epistemic communities and communities of practice. “/p>
