"Drawing upon theoretical propositions of decolonial thought and using an adapted institutional ethnographic approach as a method of inquiry, this dissertation investigates the social organization of intercultural education in the Chilean context. By exploring everyday life accounts of Mapuche educators who work in the primary school system teaching the Mapudungun language subject, this study set out to unveil the institutional relations mediating their lived experience in the context of their jobs. By extensively and critically analyzing institutional policies and practices that organize Mapuche educators’ work, and by considering the historical and socio-political circumstances in which these have been produced, this study revealed the institutional relations and ideological discourses that (a) position the Mapuche language subject as marginal in the Chilean school curriculum in comparison to the rest of school subjects, (b) sustain the continuity of particular imaginaries around Mapuche work, and (c) enable the production of precarious material conditions that put Mapuche educators at a disadvantage compared to other educators of the Chilean school system. The current work reveals that the current institutional order that socially organizes intercultural education sustains—and is sustained by—modern/colonial structures stemming from Spanish colonization that have been reinforced throughout a history of over five centuries. By filling a gap in the scholarly work on intercultural education in the Chilean context, the study presented here contributes to expand our understanding of the ways in which intercultural education is socially organized. As such, this doctoral dissertation makes valuable information available that could potentially be used to put pressure on Chilean authorities to change the current institutional policies and practices that enable the subalternization of Mapuche knowledge, subjectivities and material conditions"--

This book presents a multidisciplinary overview of a little known interethnic conflict in the southernmost part of the Americas: the tensions between the Mapuche indigenous people and the settlers of European descent in the Araucania region, in southern Chile. Politically autonomous during the colonial period, the Mapuche had their land confiscated, their population decimated and the survivors displaced and relocated as marginalized and poor peasants by Chilean white settlers at the end of the nineteenth century, when Araucania was transformed in a multi-ethnic region marked by numerous tensions between the marginalized indigenous population and the dominant Chileans of European descent. This contributed volume presents a collection of papers which delve into some of the intercultural dilemmas posed by these complex interethnic relations. These papers were originally published in Spanish and French and provide a sample of the research activities of the Núcleo de Estudios Interétnicos e Interculturales (NEII) at the Universidad Católica de Temuco, in the capital of Araucania. The NEII research center brings together scholars from different fields: sociocultural anthropology, sociolinguistics, ethno-literature, intercultural education, intercultural philosophy, ethno-history and translation studies to produce innovative research in intercultural and interethnic relations. The chapters in this volume present a sample of this work, focusing on three main topics: The ambivalence between the inclusion and exclusion of indigenous peoples in processes of nation-building. The challenges posed by the incorporation of intercultural practices in the spheres of language, education and justice. The limitations of a functional notion of interculturality based on eurocentric thought and neoliberal economic rationality. This thesis examines the influences of asymmetric cross-cultural relations, between indigenous communities and the dominant society, in the intercultural discourse in education in Argentina and Chile since the end of dictatorship rule in the 1980's. It analyzes changes in the legal framework and in official and grassroots programs for intercultural bilingual education, taking into consideration the role of indigenous communities and organizations, non-governmental organizations, Nation-State governments, international institutions, and regional/international trends in interculturalism. I argue that the intercultural discourse is influenced by these actors in different and sometimes contradictory ways that do not necessarily contribute to more equitable cross-cultural relations. However, there exist possibilities for strengthening democratic forms of interculturalism within this context, in which the role of the local communities is of particular importance. This study also engages in a conceptual discussion of the meaning of the generally ambiguous term "interculturalism," particularly in relation to formal education.
