This new study powerfully asserts the pivotal importance of the interplay between language and ethnicity, which is often underestimated as a component for political stability. These leading scholars present five key case studies of South Africa, Algeria, Canada, Latvia and Senegal. All five countries are multilingual nations where language has been a central political issue that has challenged their unity and stability. These studies are underpinned by two general, comparative and theoretical discussions, which analyse how scholars consider social class and economic factors to be the primary sources for political cohesion or of malcontent with the system and the new avenues opened by a focus on issues of langauge. This book will be of great interest to all students and scholars of linguistics, language, politics and sociology. This is a special issue of the leading journal Nationalism and Ethnic Politics.

A quarter century after the formation of the Popular Front and a decade since joining the EU, processes of state- and nation-building in Latvia are still on-going. Issues such as citizenship, language policy, minority rights, democratic legitimacy, economic stability, and security all remain objects of vigorous public discussion. The current situation also reflects longer-standing debates on the relationship between state, nation, and sovereignty in Latvian society and polity. By examining different aspects of these relationships, this volume aims to reveal both key turning points and continuities in Latvia's development, thereby helping to inform current debates.

This book looks at the question of language rights: the rights of minorities to remain monolingual if they so wish and the rights of governments to promote the language of the majority as the language of the state. The central question is once again the thorny problem of whether linguistic rights are fundamental human rights, and therefore inalienable and individual, or whether they are group rights, since communication necessarily involves more than one individual. The context of this discussion is the situation of the Russian speakers in Latvia and Kyrgyzstan.

"This study broadens our knowledge of the important role of language in minority rights and in social and political struggles for LHRs. Exploring the interactions of linguistic diversity, biodiversity, the free market and human rights, the contributors present case studies to highlight such issues as Kurdish satellite TV attempting to create a virtual state on the air through trying to achieve basic LHRs for Kurds in Turkey; the implementation of LHRs in the Baltic states; language rights activism in Canada; the spread of English as an international language; and the obstacles met in education by Roma and the Deaf in Hungary because of lack of appropriate LHRs." "Language: A Right and a Resource is a multi-disciplinary text which can be used in a variety of different areas of study in the legal profession, linguistics, cultural and political studies."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Exploring Russian as a pluricentric language, this book provides a panoramic view of its use within and outside the nation and discusses the connections between language, politics, ideologies, and cultural contacts. Russian is widely used across the former Soviet republics and in the diaspora, but speakers outside Russia deviate from the metropolis in their use of the language and their attitudes towards it. Using country case studies from across the former Soviet Union and beyond, the contributors analyze the unifying role of the Russian language for developing transnational connections and show its value in the knowledge economy. They demonstrate that centrifugal developments of Russian and its pluricentricity are grounded in the language and education policies of their host countries, as well as the goals and functions of cultural institutions, such as schools, media, travel agencies, and others created by émigrés for their co-ethnics. This book also reveals the tensions between Russia’s attempts to homogenize the 'Russian world' and the divergence of regional versions of Russian reflecting cultural hybridity of the diaspora. Interdisciplinary in its approach, this book will prove useful to researchers of Russian and post-Soviet politics, Russian studies, Russian language and culture, linguistics, and immigration studies. Those studying multilingualism and heritage language teaching may also find it interesting.
