During much of the twentieth century, informal employment and entrepreneurship was commonly depicted as a residue from a previous era. Its continuing presence was seen to be a sign of "backwardness" whilst the formal economy represented "progress". In recent decades, however, numerous studies have revealed not only that informal employment is extensive and persistent but also that it is growing relative to formal employment in many populations. Whilst in the developing world, the informal economy is often found to be the mainstream economy, nevertheless, in the developed world too, informality is currently still estimated to account for notable per cent of GDP. The Informal Economy: Exploring Drivers and Practices intends to engage with these issues, providing a much-need ‘contextualised’ approach to explain the persistence and growth of forms of informal economic practices and entrepreneurial activities in the twenty-first century. Using a diverse range of empirical case studies from Europe, Africa, North Africa and Asia, this book unpacks the different varieties of forms of informal work and entrepreneurship and provides a critical analysis of existing theorisations used to explain such phenomena. This book’s aim is to examine the nature and persistence of informal work and entrepreneurship, across a variety of empirical settings, from within the developed world, the developing world and within transformation economies within post-socialist spaces. Given its worldwide, interdisciplinary and multidisciplinary approach and recent interest in the informal economies by a number of disciplines and organisations, this book will be of vital reading to those operating in the fields of: Economics, political economy and management, Human and economic geography and Economic anthropology and sociology as well as development studies

At roughly 4 percent per year, labor productivity in Tanzania has grown more rapidly over the past 14 years than at any other time in recent history. Employment growth has also been strong, keeping up with population growth at roughly 2.5 percent per year; the bulk of employment growth (90 percent) has been in the nonagricultural sector. However, the vast majority of this nonagricultural employment growth has occurred in informal sector. Using Tanzania’s first nationally representative survey of micro-, small-, and medium-sized enterprises, this paper shows that firms in the informal sector contributed roughly half a percentage point to economywide labor productivity growth in Tanzania between 2002 and 2012. However, virtually all of the labor productivity growth contributed by informal firms came from a small subset of firms called the “in-between firms.” This paper considers attributes of the in-between firms that could be used for targeting financial and business services to firms with the potential to grow. This paper finds two salient characteristics of in-between firms that might lend themselves to targeting—their owners are more likely to keep written accounts and more likely to keep their savings in formal bank accounts.

Informal economies, growing throughout the 1990s, make a central determinant of social transformation in Eastern Europe. In this book, the various patterns of informal economies and the causes of its growth in Romania are explored from quantitative and qualitative research: the difficult social transformation; informal consumption and labour of households, their incomes, developments and strategies; the impact of informalisation in different branches, related to the Romanian economy as a whole; in the end, comparisons with Eastern European countries are included, and methodological procedure is explained.

This book examines the transition, transformation and future of the informal sector, informal work and informal workers in India from the perspectives of development economics as well as those of international organisations. Though the informal sector has a long tradition in India, it has been transformed in the wake of neoliberal economic policy. The sector took on new prominence in the 1980s, and has since grown much stronger and established itself as the country’s dominant sector. Several reports on the informal sector appeared during this period, and the status of the sector in India is positioned in the context of this international scenario. The major debate concerns the definition of this sector. While international labour statisticians had suggested a mechanism of definition and measurement of the sector, Indian official statistics took a different approach. The book analytically elaborates the different definitions and measurement controversies in different countries and contextualises the official Indian position. While deliberating on the size, contribution, productivity, and potential of the informal sector, the heterogeneity and decomposition of the sector with respect to these aspects are also suggested. The book develops a political economic interpretation of the historical transition of the informal sector in India, employing heterodox economics as a theoretical basis, with a critical note on standard neoclassical economic analysis. The final part of the book focuses on understanding the development of capitalism in the country under neoliberalism, as that development is crucial to understanding the informal sector in any country, and particularly in India. In the current context, the volume will be of great relevance to researchers, non-government organizations, policy makers and international organisations working on the topic.

In this edited volume, scholars from Mumbai, Bengaluru, Jakarta, Cape Town, Sao Paulo and other cities of the global South explore the complex relationship between platformization and informality through a different lens. Drawing on extensive theoretical, quantitative and qualitative scholarship, they provide both a useful overview and insights into the lived realities of gig work for platforms covering a range of skills, working conditions, and forms of algorithmic management. Platform work has attracted considerable attention from scholars in the global North, who have tended to view it as a form of casualisation of work that was previously regulated. But what about the global South, where most employment, especially that of women and migrant workers was historically already informal? Beyond a focus on livelihoods, employment, and work, the authors show how labour platforms take on powers that bring about broader impacts, including those affecting identity and personal wellbeing. They also illustrate the impact of platformization on the governance of affected sectors by public agencies, thus affecting political power, and how public data infrastructures contribute to further platformization. The purpose of this pioneering work is to lay bare these interactions to then rebuild our understanding of platformization and its social, political, cultural and economic impacts. Its insights are attentive to gender and ethnic differences, as well as geographical ones.

This title was first published in 2002. In State socialist societies, informal economies were essential for the functioning of the economy as well as for household provision. Since the beginning of social transformation they have been flourishing better than ever before. They are a main outlet on the market for the newly emerging middle classes, stabilize the situation of many workers and pensioners, and in countries on the downward slope they are essential for the survival of large impoverished groups. Presenting recent research on the social importance of informal economies, especially in Bulgaria, Hungary, Romania and Russia, the editors give a short introduction for each country, and a common compilation of basic economic and social data follows in the appendix. Household strategies in the ’shadow’, groups of informal winners and losers, informal employment in town and countryside, outcomes from informal activities, the macro-economic importance of informal economies, and researching methods are all investigated.

The report Informality and Structural Transformation in the Middle east and North Africa outlines a framework for assessing the impact of economic and social policies on informality. The framework was developed jointly by the ILO, OECD and UNDP, and is thought as a hands-on instrument, allowing policy makers to foresee early on in the policymaking cycles the effects diverse economic and social policies could have on the informal economy.
