Wrestling with a would-be assassin, inspecting the toilets in a rural prison, responding to a challenge from his mistress's enraged husband—all these matters could be part of a Russian provincial governor's day. More often, he was entangled in administrative routine, troubled by a steady flow of orders from St. Petersburg, and tormented by complaints from local powerbrokers. What was His Excellency—the tsar's viceroy—a bureaucratic flunky or a harassed politician? Drawing on a broad range of materials in Soviet and Western archives, Richard Robbins here gives us a richly textured portrait of the Russian provincial governors in the last years of the old regime. He focuses on the governors as people and working officials, emphasizing their relations with government bureaucrats, representatives of the privileged classes, peasants, and proletarians. Robbins uses anecdotal evidence to good effect in drawing a vivid picture of provincial life at the turn of the century. He persuades us that the popular image, etched by Gogol and Dostoyevsky, of the governor as incompetent and corrupt, is in need of revision. With convincing detail, he demonstrates that the viceroys of the late imperial period were increasingly professional, and some of them proved to be remarkably skilled politicians.

Mikhail Semenovich Vorontsov (1785 1856) is generally acclaimed as one of tsarism's most successful and innovative administrators. After growing up in England, where his father was Russian ambassador, he returned to Russia and became an officer in the army during the Napoleonic wars. In 1823 Alexander I appointed Vorontsov to the post of governor general of New Russia the then "half-wild" southern Ukraine. His task was to encourage development and link the area more effectively with the economy and administration of the empire. Vorontsov was so successful that in 1845 Nicholas I promoted him to viceroy and extended his authority to include Caucasia, which he administered with the extraordinary mandate of "unlimited powers."

Two decades before the war against Ukraine, a “special operation” was launched against Russian historical memory, aggressively reshaping the nation’s understanding of its history and identity. The Kremlin’s militarization of Russia through World War II propaganda is well documented, but the glorification of Russian medieval society and its warlords as a source of support for Putinism has yet to be explored. This book offers the first comparison of Putin’s political neomedievalism and re-Stalinization and introduces the concept of mobmemory to the study of right-wing populism. It argues that the celebration of the oprichnina, Ivan the Terrible’s regime of state terror (1565–1572), has been fused with the rehabilitation of Stalinism to reconstruct the Russian Empire. The post-Soviet case suggests that the global obsession with the Middle Ages is not purely an aesthetic movement but a potential weapon against democracy. The book is intended for students, scholars, and non-specialists interested in understanding Russia’s anti-modern politics and the Russians’ support for the terror unleashed against Ukraine.

In 1903 Tsar Nicholas II issued a decree allowing the confiscation of Armenian Church property, marking the low point in relations between imperial Russia and its Armenian subjects. Yet just over a decade later, Russian Armenians were fully supportive of the Russian war effort. Drawing on previously untouched archival material and a range of secondary sources published in English, French, Russian and Turkish, this is the first English-language study of this drastic change in relations in the Caucasus. Onur Onol explains how and why the shift took place by looking in detail at the imperial Russian authorities and their relationship with the three pillars of the Russian Armenian community: the Armenian Church, the Armenian bourgeoisie and the Armenian Revolutionary Federation (Dashnaktsutiun). Onol places the evolution within a context of wider political questions, such as the Russian revolutionary movement, Russia's nationalities question, Tsarist fears of pan-Islamism, the path to World War I and the influence of key characters in Russian policy making, from Pyotr Stolypin to Illarion Vorontsov-Dashkov.This book fills a conspicuous void in the extant historiography, and will be of interest to scholars working on Russian, Armenian and Ottoman history.

Karaite Separatism In Nineteenth Century Russia written by Philip E Miller and has been published by Hebrew Union College Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1993-05-01 with History categories.

When the Karaites successfully dissociated themselves from the Rabbanite Russian Jews with the creation of the Karaite Religious Consistory in 1837, the result was a schism within Judaism unprecedented since the rise of Christianity. Philip E. Miller sets this event in the context of the history of the Russian Karaites from their origins to the present, focusing on economic and political concerns that led to the schism. The Karaites' separatism shielded them from the horrific fates suffered by the Rabbanites under the tsars, under Hitler, and under Stalin, but it ultimately led to their nearly complete assimilation and disappearance as a people. The central character in Miller's study is Simchah Babovich, a Crimean Karaite whose wealth and prominence enabled him to curry favor with the imperial Russian government. In 1827, Babovich traveled to St. Petersburg on behalf of the Karaite community and petitioned the tsar for exemption from military conscription legislation that applied to all Jews in the realm. Accompanying him on the journey was Joseph Solomon ben Moses Lutski, the leading Karaite religious scholar of Evpatoriia. Lutski's chronicle of the mission, the Iggeret teshu'at Yisrael (Epistle of Israel's Deliverance), is reprinted here as an annotated Hebrew text with English translation. In colorful detail, the Iggeret records the delegation's travel adventures, their activities as guests and tourists in the imperial capital, the swift granting of Babovich's request, and the Karaites' euphoric reaction when the successful petitioners arrived back home in Evpatoriia.

This collection of essays addresses the challenge of modern nationalism to the tsarist Russian Empire. First appearing on the empire’s western periphery this challenge, was most prevalent in twelve provinces extending from Ukrainian lands in the south to the Baltic provinces in the north, as well as to the Kingdom of Poland. At issue is whether the late Russian Empire entered World War I as a multiethnic state with many of its age-old mechanisms run by a multiethnic elite, or as a Russian state predominantly managed by ethnic Russians. The tsarist vision of prioritizing loyalty among all subjects over privileging ethnic Russians and discriminating against non-Russians faced a fundamental problem: as soon as the opportunity presented itself, non-Russians would increase their demands and become increasingly separatist. The authors found that although the imperial government did not really identify with popular Russian nationalism, it sometimes ended up implementing policies promoted by Russian nationalist proponents. Matters addressed include native language education, interconfessional rivalry, the “Jewish question,” the origins of mass tourism in the western provinces, as well as the emergence of Russian nationalist attitudes in the aftermath of the first Russian revolution.
