"The FAA recruits applicants for Air Traffic Control Specialist (ATCS) training positions from multiple hiring sources. Each hiring source has requirements that applicants must meet for eligibility. These hiring sources include the Air Traffic - Collegiate Training Initiative (CTI) for applicants with specialized education in air traffic control (ATC) and general public (GP) applicants with no prior ATC education or experience. CTI and GP applicants must pass the Air Traffic Selection and Training (AT-SAT) test battery, a computerized pre-employment test battery designed to assess a candidate's aptitude for performing the duties of an ATCS. Applicants must score as Qualified with a score of 70 - 84.9 or Well-Qualified with a score of 85 or above for further consideration. The current research provides an initial assessment of AT-SAT as part of the hiring process for CTI graduates. To consider the utility of AT-SAT in hiring CTI graduates, we compared the selection and training performance of CTI graduates and GP applicants taking AT-SAT between April 2007 and December 2009. In our sample, only 6.2% of CTI graduates and GP applicants failed to pass AT-SAT with a score of 70 or higher (2.3% CTI graduates, 6.9% GP applicants). There was variation in the scores of those who passed AT-SAT, but most were categorized as Well-Qualified (58.8%). Also, while most CTI graduates and GP applicants selected for training had scored as Well-Qualified on AT-SAT, more Qualified CTI graduates (24.2%) than GP applicants (5.8%) were selected. There was little difference between CTI and GP trainees in assignment to terminal or enroute facilities (less than 2 percentage points). The majority of the trainees (63.4%) had completed training (successfully or unsuccessfully). CTI trainees were successful slightly more often (55.3%) than GP trainees (51.9%) and unsuccessful slightly less often (16.2% vs. 22.6%, respectively). Also, while Well-Qualified CTI trainees were successful at approximately the same level as Qualified CTI trainees (55.7% vs. 54.2%, respectively), they were unsuccessful less often (14.0% vs. 23.5%, respectively). Our recommendations are to continue to use AT-SAT in the hiring process of CTI graduates and to select primarily those who score in the Well-Qualified score category."--Abstract, Technical Report documentation page.

The Federal Aviation Administration (FAA) is commencing a massive hiring of air traffic control specialists using a new selection procedure, the Air Traffic Selection and Training (AT-SAT) computerized test battery. Before AT-SAT could be used for hiring purposes, however, the issue of its potential for adverse impact (potential unfair discrimination) had to be addressed. The present study endeavors to: 1) describe how AT-SAT functions as an operational selection method with respect to the several applicant pools, and 2) determine how the reweighting effort fares with actual applicants in the goal of reducing/eliminating group differences that could result in adverse impact. Of the 854 applicants who have taken AT-SAT as part of a job application process (rather than as according to a research protocol), 219 applicants (25.64%) voluntarily disclosed their race; gender was known for 253 (29.63%). The results suggest that the reweighting effort is paying dividends as group differences that could result in adverse impact are not in evidence.

This report describes the initial formative evaluation of the Federal Aviation Administration (FAA) College Training Initiative - Air Traffic Control Specialist (CTI-ATCS) Program. The purpose of the CTI-ATCS program is to test "the concept that non-federal, post-secondary educational institutions can develop, deliver, and implement air traffic control recruiting, selection, and training programs (FAA, 1990) The background and evolution of this program are presented, along with descriptions of the institutions that are involved in the training of CTI-ATCS participants. The report concludes that the programs at the five participating educational institutions appear to be functioning well. Specifically, the programs are making innovations in recruitment, selection, and training that may be of benefit to the FAA. Some progress in recruiting women and minorities is being made. However, the sharply curtailed demand for controllers poses a significant challenge to the CTI-ATCS program. Improvements in program management and communications are also needed. Overall, the CTI-ATCS program appears to be generally successful, but further study is required.

A study of over 700 Enroute and Terminal Air Traffic Control Specialist trainees revealed that different kinds of pre-employment, job-related experience had differential value for the prediction of training performance. In general, experience most directly related to air traffic control work was a positive predictor; experience related to communications and piloting was negative. It was also shown that for Enroute trainees only, a composite variable representing the sum of tower GCA, RAPCON/RATCC, and center experience had a statistically significant, but small, relationship with ratings of job performance. In contrast, aptitude tests were superior to the experience variables for the prediction of all training course performance measures of both types of trainees, with the exception of laboratory performance of terminal trainees. This summative evaluation of the Collegiate Training Initiative for Air Traffic Control Specialists focused on the progress of the Minnesota Air Traffic Control Training Center (MnATCTC) graduates in en route field training. The evaluation compared 136 MnATCTC graduates with 157 FAA Academy graduates on 4 classes of measures: (a) diversity; (b) progress in training at the first assigned field facility; (c) attrition from the first assigned field facility; and (d) performance ratings at the first assigned facility. A cost-benefit analysis for the MnATCTC program was also conducted. There were significantly more women in the MnATCTC (40%) than in the FAA Academy group (17%); there were no significant differences in minority representation. Just 17% of the MnATCTC had achieved full performance level (FPL) certification as of June 1995, compared with 69% of the FAA Academy group. However, time to FPL and attrition rates were similar. MnATCTC graduates were rated significantly lower than FAA Academy graduates by supervisors in teamwork, technical skill, technical knowledge, and overall potential to succeed in the ATCS occupation. Cost analysis found that MaATCTC per-hire costs would be competitive with FAA Academy costs-per-student by FY1998-2000. Cost-benefit analysis found that the MnATCTC would begin returning about $1.45 in avoided costs and savings to the agency for every $1 invested by FY1998-2001, even with continued FAA financial support. However, with a maximum capacity of about 100 graduates per year, the MnATCTC can provide only a small fraction of the FAA controller workforce. In summary, this evaluation found that the MnATCTC program appears to be achieving its stated goals.
