As the centre of the world economy is moving to Asia, lifelong learning in Asia is attracting a great deal of attention in the educational field worldwide. Asia not only provides the largest education market, but also plays an increasingly important role in educational globalization. However, until now, only very limited literature has been available in English. This book addresses that gap and introduces global readers to the latest developments of theories, policies, and practical issues concerning lifelong learning in East Asia. This volume provides an in-depth analysis of historical and recent developments of senior learning in Taiwan, where publications in English have been scant. It takes a broader view on lifelong learning and active ageing from a theoretical/conceptual base written by prominent international authors- this represents the ‘outside in’ perspective. The ‘inside out’ on the other hand signifies an in-depth investigation of initiatives written by authors from Taiwan who are closely involved with developments in policy and practice. This book demonstrates the value of approaching education from a sociological and philosophical perspective. Specifically, it addresses current and long-standing educational issues in the Asia-Pacific region, integrating sociological and philosophical insights with practical applications in four key areas: educational aims, moral education, educational policy, and the East-West dichotomy. Akihiro Ogawa explores Japan's recent embrace of lifelong learning as a means by which a neoliberal state deals with risk. Lifelong learning has been heavily promoted by Japan's policymakers, and statistics find one-third of Japanese people engaged in some form of these activities. Activities that increase abilities and improve health help manage the insecurity that comes with Japan's new economic order and increased income disparity. Ogawa notes that the state attempts to integrate the divided and polarized Japanese population through a newly imagined collectivity, atarashii kōkyō or the New Public Commons, a concept that attempts to redefine the boundaries of moral responsibility between the state and the individual, with greater emphasis on the virtues of self-regulation. He discusses the history of lifelong learning in Japan, grassroots efforts to create an entrepreneurial self, community schools that also function as centers for problem solving, vocational education, and career education.
