Learning assistance often operates at the crossroads of the institution where academic affairs, student affairs, and enrollment management converge. This report investigates the effectiveness of learning assistance for supporting academic affairs with better-prepared students for academically rigorous courses, working with student affairs to achieve higher student development outcomes, and supporting enrollment management programs to increase persistence rates. This report explores difficult questions confronting learning assistance: What is the obligation of colleges for providing assistance for its students? Is learning assistance a civil rights issue for historically underrepresented students attending postsecondary education? What is the history of learning assistance for serving previous generations of students, even at the most prestigious public and private institutions in the United States? Are learning assistance needs better met by high schools and two-year institutions? Do learning assistance activities benefit the postsecondary institution and society? Although it has a presence in most postsecondary institutions, the expression of learning assistance is quite diverse through credit and noncredit activities. The preferred term used in this report is "learning assistance," because it is commonly used and most inclusive of the various approaches and activities of the field. This is the sixth issue the 35th volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph in the series is the definitive analysis of a tough higher education problem, based on thorough research of pertinent literature and institutional experiences. But ever since the Title I program in 1965 appropriated nearly one billion dollars for public schools, federal money and programs have been influencing every school in America. What has been accomplished in this extraordinary assertion of federal influence? What hasn't? Why not? With incisive clarity and wit, David Cohen and Susan Moffitt argue that enormous gaps existed between policies and programs, and the real-world practices that they attempted to change. Learning and teaching are complicated and mysterious. So the means to achieve admirable goals are uncertain, and difficult to develop and sustain, particularly when teachers get little help to cope with the blizzard of new programs, new slogans, new tests, and new rules. Ironically, as the authors observe, the least experienced and least well-trained teachers are often in the most needy schools, so federal support is compromised by the inequality it is intended to ameliorate. If new policies and programs don't include means to create the capability they require, they cannot succeed. We don't know what we need to enable states, school systems, schools, teachers, and students to use the resources that programs offer. The African American Male School Adaptability Crisis (AMSAC) cannot be solved by the school alone. It is a race problem which can only be solved if we black males provide the leadership in tackling our three major demons which now mainly account for the problem: IQ lag-fatherless families-crime. AMSAC had its origin about 100 years ago when, after the death of Washington, DuBois gained ascendancy in our African American Garden of Eden and replaced Washingtons brains, property, and character gospel with a civil rights agenda. That agenda has led to a civil-rights fixation and our second bondage, Victimology, wherein being the victim has become part of our core identity and made us psychological slaves. Rather than being proud and self-reliant, disproportionately, we have come to see ourselves as victims who are entitled to system help and special treatment. This bondage and it is a bondage -- vitiates our manhood and the energy and drive required to pursue the adaptation pathway paved by Washington, but demonized by DuBois. Return to that pathway and we can confront and conquer AMSAC and our three major demons. Guided by history and the research evidence, this book details how. Its 20 chapters make for long reading, but, just by reading the first and last chapters, you can get the message. The motto of the proposed evidence-based experimental program, the African American Male Career Pathway Program (AMCAP). A special appeal is made to black athletes and entertainers to help propagate this motto and support the proposed high school student clubs (Student AMCAPs) in its implementation.
