Chemicals used within the aquaculture industry are identified and for each chemical a brief summary is provided on the intended purpose, the scale of its application, the aquacultural sectors and geographic locations of its principal use and its potential impact on the environment and human health. Environmental issues arising from the properties of aquacultural chemicals are discussed. The use of most chemicals in aquaculture, if carried out properly, can be regarded as wholly beneficial with no attendant adverse environmental effects or increased risks to the health of aquacultural workers. Concerns appear warranted, however, regarding the overuse and misuse of certain chemicals for which proper risk assessments with respect to the marine environment have not been conducted. A further legitimate concern and a barrier to the conduct of an exhaustive review of chemical use practices is the unavailability of quantitative data on contemporary chemical use in the aquaculture industry. The viability of contemporary aquaculture is contingent on the use of chemicals. Accordingly, with the overriding consideration should be minimizing the quantities of chemicals applied, most current uses of chemicals are essential. This study, recognizing that chemotherapeutants and pesticides in current use are of verying effectiveness and hazard, provides recommendations to promote the safe and effective use of chemicals in coastal aquaculture. Government authorities, the scientific community and the aquacultural and pharmaceutical industries all have an important to play in ensuring that chemical use is consistent with protection of environmental quality and human health.

This GESAMP study presents a set of objectives, goals, methodologies and a checklist for assessment and communication of environmental risks which may be associated with coastal aquaculture. It is structured to improve risk communication and to ensure that risk assessment is a scientific exercise in predicting environmental change. A set of six case studies is also presented to illustrate the use of the environmental risk assessment methodologies. These Technical Guidelines on the Prudent and Responsible Use of Veterinary Medicines in Aquaculture (No. 5 Suppl. 8) are developed to support Section 9 – Aquaculture Development of FAO’s Code of Conduct for Responsible Fisheries (CCRF) and The FAO Action Plan on Antimicrobial Resistance 2016–2020. They also support the international aquatic animal health standards of the World Organisation for Animal Health (OIE), the food safety standards of the FAO/WHO Codex Alimentarius and the One Health platform under the FAO/OIE/WHO Tripartite Collaboration on antimicrobial resistance (AMR). Their objective is to assist countries in encouraging the prudent and responsible use of veterinary medicines (antimicrobials and other chemotherapeutants) in aquaculture production through appropriate government regulation and the promotion and encouragement of awareness and responsible use by the private sector. They emphasize, among the guiding principles, that responsible use of veterinary medicines in aquaculture requires collaboration among all stakeholders and a strong commitment to governance, awareness, best practices, surveillance and research, including monitoring of AMR, tracking of antimicrobial usage (AMU), assessing risk in different settings and evaluating strategies to reduce AMR and maintain efficacy of antimicrobials. They provide general guidance on the use of veterinary medicines in aquaculture to responsible government agencies, private-sector aquaculture producers and aquatic animal health professionals.

Despite the central role oceans play in the economic, environmental and social affairs of the planet's 6.7 billion inhabitants, significant gaps exist in our understanding and management of the complex processes at work from the global climate system, to the water cycle and circulation of nutrients, to changes affecting marine habitats. In addition, the vastness of the world's oceans have for far too long been perceived as impervious and indestructible to human impact. To deal with this situation, improved monitoring and observation practices, regular assessments to provide a deeper understanding of the status and trends of environmental changes, and the know-how and ability to prevent, mitigate and adapt to these changes are urgently required. The UN General Assembly in 2005 -- recommended that a regular process for the global reporting and assessment of the state of the marine environment, including its socio-economic aspects (Regular Process), be initiated. The UN Environment Programme (UNEP) and the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO) were asked to serve as the lead agencies in the start-up phase that came to be known as the "Assessment of Assessments" (AoA). Under the AoA, an Expert Group have developed options and a framework for such a Regular Process, which can serve as the mechanism to keep the world's oceans and seas under continuing review.
